Özet
Bu araştırmada, Türkiye için eğitimde acil durum yönetimi model önerisigeliştirilmesi ve geliştirilen modelin uygulanabilirliğinin ilgililerin görüşlerinegöre sınanması amaçlanmıştır.Araştırmanın genel amacı doğrultusunda, Türkiye acil durum yönetimiile bütünleşik eğitimde acil durum yönetiminin merkez, taşra ve okulörgütlenmesini içeren model ilgili literatüre göre geliştirilmiştir. Geliştirilenmodel araştırma kapsamına alınanların görüşlerine sunulmuş, bu amaçlatoplanan veriler uygun istatistik tekniklerle analiz edilmiş ve modelinuygunluğu bu görüşlerle sınanmaya çalışılmıştır.Modelinin uygunluğuna ilişkin görüşleri belirlemek amacıyla geliştirilenanket, model dikkate alınarak 72 maddelik, üç boyutlu bir ölçek olarakaraştırmacı tarafında geliştirilmiştir.Araştırmanın evreni Burdur ve Yalova ilindeki öğretmenler, okul, il-ilçeeğitim yöneticileri, il sivil savunma görevlileri, MEB merkez örgütü yöneticileriüniversitelerde eğitim yönetimi ve afet yönetimi alanındaki akademisyenlerolarak belirlenmiştir. Araştırma kapsamında toplam 1125 kişinin anketideğerlendirmeye alınmıştır. Anketlerin geri dönüş oranı % 83 olmuştur.Önerilen acil durum yönetimi merkez ve taşra örgütü ?çok? düzeyde,okul acil durum yönetimi yapısı ?tamamen? düzeyinde uygulanabilirbulunmuştur. Acil durum yönetimi merkez, taşra ve okul örgütüne ilişkingörüşler göreve göre anlamlı derece farklılık göstermektedir. ADY merkez vetaşra örgütü boyutunda sivil savunma görevlileri grubu, okul acil durumyönetimi boyutunda MEB yöneticileri grubunun görüşleri anlamlı farklılıkgöstermektedir. Sivil savunma grubunun ortalaması daha yüksek, MEBgrubunun görüşleri daha düşük olarak diğer gruplardan farklılaşmaktadır.Görev yapılan il değişkenine göre bakıldığında, Yalova ilinde görev yapanlarınlehine olmak üzere tüm boyutlarda grupların görüşleri arasında anlamlıfarklılık vardır.

The aim of this study is to develop an emergency management modelproposal in education and to test the feasibility of the developed modelaccording to the views of the related people.In the direction of the general aim of the study, the model includingTurkey emergency management and its central, provincial and schoolorganizations in integrated education has been developed based on therelated literature. The developed model has been presented to the views ofthe people in the scope of the study; the data collected for this reason havebeen analyzed with the appropriate statistical techniques and the suitability ofthe model has been tested with these views.The questionnaire has been developed as a 72-item and 3-dimensionscale by the researcher in accordance with the model to find out the viewsrelated to the suitability of the model.The teachers, school and city - province education managers, city civildefence officials, central organization managers in the Ministry of NationalEducation in Burdur and Yalova and academicians at university in the field ofeducation and disaster management are the universe of the study. In thestudy, the questionnaires of total 1125 people have been assessed. Thereturn rate of the questionnaires were %83.The proposed emergency management has been found out to be?very? feasible in the central and provincial organization level and ?completely?feasible in the school emergency management structure level. The viewsrelated to the emergency management central, provincial and schoolorganizations vary meaningfully according to the profession.Emergencymanagement in the central and provincial organization dimension, the viewsof the civil defence officials and in the school emergency managementdimension, the views of the managers in the Ministry of National Educationvary meaningfully.By being different from other groups, the mean of the civildefence group is higher and the Ministry of National Education group?s islower. When looked at the city variable worked in, there are meaningfuldifferences among the groups? views in favor of Yalova in all dimensions.
