Özet
With the quick development in the information and communication technologies and the widespread utilization of these technologies in every field, an electronic transformation process has begun throughput the world on the way towards being society. In the thesis prepared, in parallel with the electronic transformation process in the world, studies in Turkey have been touched upon and an evaluation of the current situation has been carried out. Even though Turkey has performed various studies on the way towards being an information society, that she has accomplished enough progress has not been designated yet. Via the move of the public services to electronic medium by the e- Government implementations, hat an increase in the quality of the services, in the efficiency pursuant to speed and cost in the fulfillment of the services have been envisaged. Therefore, in the implementation section of this study, Sanayi.NET project, which is one of the successful implementations of e- Government has been analyzed and the benefits acquiring from the move of application for Services Adequacy Certificate and Warranty Certificates to the electronic medium have been dealt with.

The theme of our study includes the coin monetized in the city of Tavium in Roman Period. Though there are some disagreements on the coin?s era (the beginning of the era), the date of B.C. 21/20 is generally accepted. Based on the beginning of a new era, the start of monetizing coin at he beginning of the era (0 Year) constitutes the era of that city. The era of the mint of Tavium is started at the date of B.C. 21/20 when Tavium had its city status after the integration of Galatia Empire to Roman state system. The mint of Tavium monetized coin in the time period-from the year of B.C. 21/20 till the Geta Period. As a result of the KONKE?AP expression seen on the front legend of the Geta coins, these coins are attributed to the same date (A.C. 197/ 8) with the stated date of the coins. In this case, it should be accepted that the mint of Tavium was active between the dates of B.C. 21/0 and A.C. 197/8. The coins monetized in the B.C. 21/0 till the Vespasianus Period (B.C. 69) are monetized in the Koinon time and in these coins the name of the city is not stated. The variety in the types seen on the coins begins with Septimus Severus. His wife Julia Domna forms the biggest coin group of Tavium mint with her mints. The variety lasting in the Caracalla Period ends in the Geta Period. Caracalla?s monetizing the lowest coin unit of the mint of Tavium signs that financial trouble appears in this period. All of the coins of Geta are attributed as Caesar to the year A.S. 197/8 as a result of the reasons stated above. The declaration of Geta as Caesar corresponds to the year 197/8 when Caracella was announced as Augustus. If Caracella and Geta had 108 gotten their appellations at the same time, the coins of Geta should have been monetized after the case of Ktesiphon (the capital city of Parthia) and the arrival of the information to Tavium, and it should be accepted that Caracella got his coins at the year before he was Caesar or the coins are monetized just after the triumph of the Part War and there is no certain information about the appellations.
