Özet
Çagdas piyasa ekonomisinin temelini serbest rekabet olusturmaktadır. Rekabet, etkin kaynak dagılımını saglar ve tüketicilerin en kaliteli ürünü en ucuza almasına sebep olur. Rekabeti piyasa dısından gelen dıs etkiler veya piyasanın kendi içinde olusan iç etkiler bozmaktadır. Rekabet düzeninin olusması ve korunması rekabet hukukunun genel amacıdır. Rekabet hukukuyla ilgili mevzuat incelendigi zaman, rekabet ihlalleri üç baslık altında toplanmaktadır. Bunlar; rekabeti kısıtlayan anlasma, uyumlu eylem ve kararlar, hâkim durumun kötüye kullanılması, birlesme ve devralmalardır. AB'de rekabet hukuku ihlallerini Komisyon adına önlemekle görevli idari bir kurum olan Dördüncü genel Müdürlük kurulmustur. AB Rekabet Hukuku mevzuatı ile uyum içinde olan 4054 Sayılı Kanun geregi benimsenen sistemde de; yargısal denetimi Danıstay tarafından yapılan Rekabet Kurumu olusturulmustur. Bu çalısma ile AB uyum sürecinde; AB, ngiltere ve Türkiye'deki Yazılı basın sektörünün rekabet yapıları incelenmeye çalısılmıstır. Bu baglamda AB uyum sürecinde Türkiye'nin ve ngiltere'nin genel yapısı içinde yazılı basında oligopol yapıdan dolayı eksik rekabet söz konusudur.

The economy of modern market is based on competition. Competition provides effective distribution of resources and makes it possible for consumers to get the most qualified products for the least money. Exterior and interior factors damage the competition. Producing and protecting the order of competition is the main purpose of competition law. When the regulations of competition law are analyzed, violations of competition are grouped in three as follows; agreements restraining the competition, concordant actions and decisions, abusing the present situation and both consolidation and transfer. The fourth General Management has been established in the EU to avoid the violations of competition in the name of the Commission. The Competition Organization has also been established in the system that is concordant with the competition law and accordance with the law numbered 4054. This study aims to analyze the structures of competition of the sector of press in the EU, England and Turkey in the process of accreditation to the EU. In the context of accreditation to the EU, there is deficient competition in the sector of press in Turkey and England due to the oligopoly in the structure of the press.
