Özet
Kamusal mal ve hizmet ihtiyacının insanların bir arada yasamaya baslamaları ile ortaya çıktıgı söylenebilir. Bir arada yasama zorunlulugunun kentlerde basladıgı dikkate alındıgında, toplumsal ihtiyaçlar olarak ortaya çıkan gereksinimlerin, esas olarak bu çalısmanın konusunu olusturan yerel ihtiyaçlar oldugu görülmektedir. Ana baslıgı ?Yerel Kamusal Malların Sunumunda Alternatif Yöntemler? olan bu çalısmanın temel amacı, toplumsal ihtiyaçları karsılayacak malların bu çerçevede yerel kamusal malların ne sekilde üretilecegini, üretim seklinin zaman içerisinde geçirdigi degisimi ve bu degisimin ülkemiz yerel yönetim sistemine yansımasını ortaya koymaktır. Yerel kamusal malların sunumunda kullanılan geleneksel yöntemler, merkezi yönetim tarafından sunum, yerel yönetimler tarafından sunum ve bu iki yönetimin isbirligine giderek söz konusu mal ve hizmetleri sunması olarak sıralanabilir. Alternatif sunum yöntemleri ise, temelinde piyasa anlayısının hâkim oldugu yöntemlerdir. Süphesiz alternatif sunum yöntemleri arasında yer alan ve gönüllü sunum yöntemleri olarak adlandırılan piyasa anlayısına uymayan yöntemler de mevcuttur. Çalısmada hem geleneksel yöntemler hem de alternatif hizmet sunum yöntemleri mevcut literatür çerçevesinde açıklanmıstır. Ayrıca yerel yönetimleri alternatif hizmet sunmaya iten nedenler de sınıflandırılarak ayrıntılı olarak incelenmistir. Sınıflandırma teorik nedenler ve diger nedenler olarak iki ana baslık altında toplanmıstır. Teorik nedenlerden bazıları yerel yönetimlerin basarısızlıgı, yeni kamu yönetimi, devletin rol ve fonksiyonlarında yasanan degisim olarak sıralanabilir. Bunun dısında yerel yönetimleri alternatif hizmet sunum yöntemlerini kullanmaya iten en önemli nedenler süphesiz ekonomik ve mali nedenlerdir. Çalısmada son olarak, teorik gelismeler ısıgında ülkemizde son zamanlarda çıkarılan yerel yönetim yasaları incelenmistir. lgili yerel yönetim yasalarında söz konusu yönetim birimlerini alternatif hizmet sunmaya iten hükümlerin varlıgı, dünyada yasanan degisimin ülkemiz yerel yönetim sistemine yansıması olarak degerlendirilmistir.

It may be stated that the need for public goods and services has come on the scene when human beings have started to live together. Given the fact that the necessity of living together has been inaugurated in urban areas, it can be said that what is meant by ?social needs? is local needs, the main theme of this study, in essence. The main aim of this study titled ?Alternative Methods for Provision of Local Public Goods? is to put forward how to produce local public goods, the changes in the production type within time, and reflections of these changes to local government system of Turkey. The classical provision methods of local public goods are provision by central government, by local government or by these two administrations in cooperation. On the other hand, alternative provision methods are more market oriented. Unquestionably, ?voluntarily provision methods? included in alternative provision methods are non market approaches. In this study, both traditional and alternative provision methods are examined within the framework of current literature. Furthermore, reasons, that made local governments provide public services with alternative methods, are analyzed in detail. The classification can be gathered under two main titles: theoretical reasons and other reasons. Some of the theoretical reasons include failure of local governments, the new public administration, and changes in the roles and functions of the state. Out of these factors, of course, main motives that made local governments use alternative public service provision methods are economical and fiscal ones. At the last part of the study recent laws on local governments are evaluated in the light of theoretical developments. The existence of verdicts in these laws causing local governments to use alternative public service provision methods are evaluated as reflections of changes in the world to the local government system of Turkey.
