Özet
Bu çalışmanın fikrini 2003'de yayınlanmış Finansal Liberalizasyon; Büyüme mi, Kriz mi? adlı tamamı bu konuya ayrılmış İktisat Dergisi sayısı oluşturmuştur. Bu makaleler, sonradan yapılan bir takım okumaların bıraktığı izler, bütüncül bir bakış açısıyla ele alınmış istatistiki bilgilerle desteklenmiş ve finansal liberalizasyon sonucunda oluşan spekülatif sermaye hareketlerinin ve etkilerini açıklamaya çalışan bu metin hazırlanmıştır. Kurgulanmaya çalışılan bakış açısının özgün olduğunu söyleyemeyiz. Bu çalışmada özellikle 90'lardan sonra üzerine yoğun biçimde yazılmış bir olgu tekrar ele alınmıştır. Yapılan araştırmalarda görülen o ki; uluslararası sermaye akımları gittikleri ülkelerde kısa süreli bir refah yarattıktan sonra, ülkeleri terk etmeleri halinde başlayan şokun hızla finansal krizlere dönüştüğüdür. Ülkemizde de diğer gelişmekte olan ülkelere benzer bir şekilde 1994 ve 2000-2001 yıllarında ekonominin küçülmesiyle sonuçlanan ciddi krizler yaşanmıştır. Sonuç olarak yapılan, kısa vadeli bu akımlara karşı olan muhalif duruşun akademik tarafsızlığı yitirmeden ortaya konulmasıdır

The inspiration for the main idea of this study was a year 2003 Economics Periodic Publication that reserved a whole edition to the subject of Financial Liberalization; Growth or Crisis? The articles contained in this periodical and the impressions obtained from some readings done later on, were approached from an integrated perspective and supplemented by statistical information to prepare this article that attempts to explain the speculative capital movements that m ay take place as a result of financial liberalization as well as the impact of such movements. We cannot claim that the perspective formed and edited here is original. The thesis here, takes into consideration a subject that was written and prodded about quite extensively in 1990s. What was observed in the studies conducted was the fact that foreign investments initially create short term ease and increase welfare in the countries that they are made, but later on when they start cashing in, they cause great crisis. In our country similar to the incidencesexperienced in other developing countries, serious economic crisis were experienced in years 1994 and 2000-2001 due to the shrinkage in economy. What was done here was to reveal the opposing views against these movements of short term nature without losing the academic objectivity.
