Özet

ÖZEÎ Bu tez çalışmasının amacı, yapı üretim süreci nin değişik aşamalarında maliyet tahmini ve kontrolün de etkili olarak kullanılan ve bu alanda sisteme girdi oluşturan maliyet verisini sağlayan maliyet enformasyon sistemini inceleyerek, maliyet enformasyon sisteminin ve maliyet verisinin maliyet tahmin performansı ve doğruluğundaki önemini vurgulayabilmektir. Birinci bölümde, genel anlamda sistem kavramı tanımlanarak yapı üretim sistemi ve alt sistemleri ta nıtılmıştır. îkinci bölümde, yapı üretim sistemimin alt sistemleri kapsamındaki enformasyon sistemlerinin in celenmesi amacıyla, öncelikle genel anlamda enformasyon sistemi ile ilgili kavramlar tanımlanmıştır. Daha sonra yapı üretim sisteminde enformasyon alt sis temleri açıklanmıştır. Üçüncü bölümde, yapı üretiminde maliyet enformasyon sistemi ele alınarak sistemin girdisini o- luşturan maliyet verisi ve bu konudaki çalışmalar kapsamlı olarak açıklanmıştır. Dördüncü bölümde, maliyet enformasyonunun, maliyet tahminindeki yeri ve doğruluğu etkileyen faktörler tanıtılmaktadır. Sonuç bölümünde ise, maliyet enformasyon sistemine dayalı tahmin sürecinin önemi tartışılmaktadır.

THE IMPORTMCE OP THE COST OTORMAIION SYSTEMS IN THE BUILDING PRODUCTION PROCESS S ÜMHABÎ Since many years, people nave developed the concept of“system”for many disciplines, e.g. defence systems, economic systems, management systems, etc. Building production systems is a systems which has been developed in the construction field and constitued by many subsystems. Like in all production systems, the main ob jectives of the building production system are economy sfcadipreduotivlty.. In order to attain these objectives, the restricted sources must be utilized in a way which is most optimally. The subsystems of the building production system can be listed as below: a) Sources system.. labour,. Capital.. Land.. Row material and building material. b) Technology system.. Conventional system.. Developed conventional system.. Industrialized system.c) Organization system.. Decision system.. Control system. Communication system (Information system).. Project information system.. Management information system.. General information system technology system of the organization.. Structure system. In a“building production system, we observe the information system as a subsystem of the organization system. We live in an age of information. Taking rational decisions is important in ordem to attain the economic objectives and to increase the productivity. Rational decisions can anly he taken with the help of a correct, update and reliable information. In the. building production system, a communication must be provided between the architect, who plays the role of source user and decision maker, the estima tor, the client and the producer. This communication is surely an information communication. In the past, the information flow in the building production system was very simplistic because of the scarcity of the relevant data, and therefore no problem occured in the communication. But today, as a result of the reflection of the industrial develop ment to the building production, many problems occor in the information dealing because of the increase of data quantity and the difficulty of its use. VilAs a first step of the solution of the informa tion problem in the building production a common language must be developed among the users of data. This can be obtained by developing an information system proper to data users. Data users should know at any step of the study where the necessary data can be received from and how they can be used. In order to attain this, there should be reliable data sources and the data should be collec ted somewhere. Cost data; sources used for providing data are;. Input prices,. Unit prices,. Building costs,, Cost indices,. Cost studies. In general cost data can be obtained in two ways> first, from the past experience of the estimator using the data, and second, from the published issues. The published data sources in our country are some construction magazins (e.g. Building Materials, Construction World, etc.), Unit Price Lists being pub lished by the Ministery of Public Works and the issues of Chamber of Commerce and of Chamber of Architects. Another reason for the information problem is that the data in the content of building production increase and need to be update. Because of the abun dance of data, advantages are obtained from the elec tronical techniques and computers. V211With the development of computerized systems, it ”became possible to collect and to keep the data to gether and to use them when necessary. This can he achieved by“data ”base“ which is an inevitable element of the information system. With the data base system, the time loose and failures which arise from the reproduction of the information being produced at once can be minimized. Also, the user can reach the necessary data much easier. She main failure in the Turkish construction industry is the lack of an effective cost information system. The importance of the cost information in the construction_.work must be understood by the architects and other relevant persons taking place in the cons truction work. Because of these reasons, attempts to build a cost information service have started in our country. As a first step, a study for building a cost data bank together with a cost data base is continuing today. Having builded a cost bank, it will be possible to provide more efficiency to the data users and a more effective service to the clients. At the same time, a framework will be structur red to provide a more effectively use and communicati on of data in the construction industry. The performance of the cost estimate techniqu es being used at several stages in the building pro duction process can be also increased by the techniqu es developed for obtaining and using cost data. IXThe more reliable are the sources providing cost data which are the inputs of the cost information system in tha ”building production system, the more accurate will be the cost estimate. Because of this and other reasons stated earlier, importance must he attached to the cost information in our country.
