Özet
Küresel uyusturucu ve uyarıcı madde ticareti, üretim, tüketim vekaçakçılık faaliyetleri temel alınarak degerlendirildiginde ülkelerin ulusalgüvenlikleri için tehdit olusturmaktadır. Sosyolojik ve psikolojik nedenlerleolusan talep ile birlikte, elde edilen paranın büyüklügünün neden oldugu arz,uyusturucu ve uyarıcı madde kaçakçılıgını bir ticaret haline getirmektedir.Ancak, uygulanan yaptırımlar ile yasadısı bir pazar haline gelen bu faaliyetsınır asan suç örgütleri ile birlikte, terörist grupların da dikkatini çekmistir. Budurumu fark eden bazı ülkelerin istihbarat örgütleri, örtülü operasyonlarınıfinanse etmek için uyusturucu ve uyarıcı madde kaçakçılıgını kullanmıslardır.Bu çalısmada; uyusturucu ve uyarıcı maddeler kısa bir sekildetanıtıldıktan sonra, tarihçe ile küresel çapta kaçakçılıgın nasıl gelistigi ortayakonacaktır. Dünyadaki üç büyük uyusturucu ve uyarıcı madde üreticisi olanMyanmar, Kolombiya ve Afganistan'da meydana gelen olaylar kaçakçılıkfaaliyetleri temel alınarak incelenecek, ulusal güvenliklerine olan etkileridegerlendirilecektir. Küresel çapta ve Türkiye'ye ait veriler incelenerek,üretim, tüketim ve elde edilen gelir temel alınarak sorunun boyutu ortayakonacaktır.Dünyada ve Türkiye'de uyusturucu ve uyarıcı madde kullanımıartmaktadır. Bununla birlikte üretim de artmaktadır. Türkiye, özellikle afyonüretiminde küresel çapta tekel haline gelen Afganistan'dan çıkan kaçakçılıkrotaları üzerindedir. Bu durum Türkiye için ulusal güvenlik sorunudur. Çünkü,basta PKK olmak üzere birçok terör örgütü kara paradan finanse olmaktadır.Bununla birlikte uyusturucu ve uyarıcı madde kaçakçılıgından elde edilenkara para Türkiye'nin yasal ekonomisine etki edebilmektedir. Bu durum,haksız yoldan elde edilen para ile siyasi ve ekonomik faaliyetleri etkilemegücünü bu isi yapanlara veya kontrol edenlere verebilmektedir.

On the basis of production, consumption and trafficking; global drugtrade is a main threat for the national security of the countries. Demand, asthe results of sociological and psychological reasons, and the supplyincreasing with the money in the market make the drug trafficking a trade.But with the sanctions applied in years, this trade became illegal and asource of money not only for the transnational crime organizations but alsofor the terrorist groups. The intelligence services of some countries realizingthis situation have used drug trafficking for financing their covert operations.In this thesis; first of all, drugs, their history and the basis oftrafficking will be introduced. The events taken place in three main producingcountries, Myanmar, Colombia and Afghanistan, will be evaluated on thebasis of trafficking, and their effects on the countries? national securities willbe introduced. The data belonging to Turkey will be evaluated in comparisonwith the global data, and the dimension of the problem will be studied on thebasis of production, consumption and the money earned in this trade.The consumption rate of drugs is increasing both in Turkey and in theworld. The production of drugs is also increasing. Turkey is on the routes ofopium being exported from the global monopoly of the world, Afghanistan.This is a national security problem for Turkey. Because, mostly PKK and theother terrorist organizations are being financed from the black market. Andalso this market effects the legal economy of Turkey. By this way, peoplesmuggling drugs and controlling the traffic have a control power not only onthe economy but also on the politics.
