Contrary to the decrease in rural population because of in dustrialization efforts and the attractions of urban life, rural development planning is being concerned about and eren more at pre sent. Since the attention being directed to urban areas, it makes the development planning and the investment necessary in rural areas a Agricultural sector, especially underdeveloped countries, constitutes an important part among other branches of economy. Agri cultural which will develops depending on investments concentrated in rural areas, will become a source of manpower and capital for the development of other sectors. However, what we should keep in mind is that low rate of earnings in rural areas should be compensated in relation with the principles of social Justice and equality. People living in such areas will have more purchasing power in accor dance with the increase in the level of their earnings. Thus, it will cause a flow of merchandise and service. Through rural development planing problems such as infrastructure will have a solution in ru ral areas. in this research, consisting of seven chapters; Chapter One gives us information about the objectives and the contents. £n Chapter Two, planning has been defined and rural develop ment planning has been studied. in Chapter Three, the approach. in planning has been studied in seme countries of different economic systems. In our country, the applications and studies relates to rural areas have been explained. The land consolidation and the basis of physical planning of rural development areas, hav© been surveyed as well. în Chapter Four, information has been given about infrastruc ture that will be planned both in rural and agricultural areas, în Chapter Five, the network transportation through rural de velopment and agricultural areas, the basis of planning have been studied and the problems of optimum distance has been explained. In Chapter Six, numerical evaluation about applied land con solidation projeots has been made and the results have been attained,» în Chapter Seven, the results related to the research have been evaluated in general and suggestions have been made.
