Özet
Bu tez çalışmasının amacı, 1923?1950 yıllarında yani Cumhuriyet Halk Partisi'nin iktidarda kaldığı ve tek parti iktidarı olarak bilinen dönemde Trabzon Vilayetindeki eğitim-öğretim faaliyetlerini ortaya koymak ve şehirde eğitim alanında görülen gelişmeleri incelemektir. Çalışmanın kapsamı 27 yıllık tek parti dönemi ile sınırlandırılmış, bu dönemde her eğitim-öğretim yılı ayrı ayrı ele alınarak 1923?1950 yılları arasındaki faaliyetler kronolojik olarak incelenmeye çalışılmıştır. Çalışmada ana materyal olarak, Devlet İstatistik Enstitüsü'nden eğitim alanında alınan kaynaklar, konu ile ilgili Trabzon Vilayeti hakkındaki arşiv kaynakları, Trabzon'da yayın yapan yerel gazeteler ve Trabzon Maarifinin en kıymetli şahsiyetlerinden ve bir dönem Üçüncü Umum Müfettişlik Kültür Müdürlüğü görevinde bulunan Mustafa Reşit Tarakçıoğlu'nun hatıratları kullanılmıştır. Bunlara ek olarak konu ile ilgili çeşitli kitap, makale ve bazı web sitelerindeki bilgiler ile Trabzon'la ilgili yazılmış bazı yüksek lisans ve doktora tezlerinden de istifade edilmiştir.Çalışma 3 bölümden oluşmaktadır. İlk bölümde Cumhuriyetin ilanına kadarki süreçte Trabzon'daki eğitim faaliyetleri ve eğitim kurumlarının yapısı incelenmiş, ikinci bölümde, cumhuriyetin ilan edildiği tarih olan 1923 yılından Atatürk'ün ölüm tarihi olan 1938 yılı arasında Trabzon ilindeki eğitim faaliyetlerine değinilmiştir. Çalışmanın üçüncü bölümünde ise Trabzon'da 1938?1950 yılları arasındaki eğitim faaliyetleri yani İnönü dönemi olarak nitelendirilen ve Mayıs 1950 tarihine kadar cumhurbaşkanlığında kalan ve ülkede görülen eğitim seferberliğini hayata geçiren İsmet İnönü dönemi incelenmiştir.Çalışma sonunda elde edilen en büyük izlenim, Trabzon vilayetinin gerek Osmanlı Devleti gerekse de Cumhuriyet döneminde, bulunduğu bölgede adeta bir irfan merkezi durumunda olduğudur. Trabzon halkının bütün zorluklara rağmen eğitim davasına sahip çıktığı ve devlet-millet seferberliği ile yapılan okullarda binlerce öğrencinin eğitim görerek hayata atıldığı, bin bir zorlukla inşa edilen okullardan birçok değerli şahsiyetlerin yetişerek devlet hizmetinde bulunduğu görülmüştür.

The objective of this thesis study is to introduce the education and teaching activities in the province of Trabzon (Trabzon Vilayeti) in the period 1923 ? 1950 namely when People?s Republican Party (Cumhuriyet Halk Fırkası) was in power which was called as the era of single-party government, and to analyze the developments observed in education and teaching in the city. The scope of the study has been limited with the 27-year era of single-party government, and handling each teaching year distinctively in this period the activities between 1923 and 1950 have been tried to examine chronologically. The core materials used in the study are; the sources taken from the State Institute of Statistics about education, the related archive sources about the province of Trabzon, the local newspapers in Trabzon and the memoirs of Mustafa Reşit Tarakçıoğlu, one of the most preminent personalities of the Ministry of Education of Trabzon and having worked for one term as the cultural director of the third Inspectorship General. In addition to these sources, various books, articles, and some information from certain websites related to the subject, and some Master?s and PhD theses written about Trabzon have been benefited from.The study consists of 3 parts. In the first part, educational activities and the structure of educational institutions in Trabzon in the period until the Republic was declared have been examined, and in the second part, the educational activities in Trabzon between the years 1923 when the republic was declared and 1938 when Atatürk died have been mentioned. And in the third part of the study, the educational activities between 1938 and 1950, namely, the term called that of the National Chief when İsmet İnönü, who continued to be the president until May 1950 and implemented the educational campaign throughout the country have been examined.The most significant impression having been had in the end of the study is the province of Trabzon?s being so to say an enlightenment center in the region it was located in the periods of both the Ottoman Empire and Republic. It has been noted that; in spite of all adversities, Trabzon citizens looked after the case of education, thousand of students started in life after attending the schools built thanks to the educational campaign, and many valuable personalities tendered their service for the state after growing in the schools built with endless number of difficulties.
