79 SUMMARY I. During the year in which I have been standing in England and mean while the European countries which I have the chance to see I have established the result,that most of the population is forming by 55 years old group and the about it. In this countries industrialized and the apply politics of population together occured the old population today. Beginning from 1900 the applying politics of population in Europe is, the population increase speed must taken down to the level of 190. The priority making the calculate of the optimum population ratio in Turkey is, to get down the population increase from 2.4 % to 1 %. But by making this we musn't go for short time drop system, which was made by Japon because dropping the population increasing speed in a short time from 2.4 % to 1 % will be decrease the active workable population after 40-50 years, in this new period new work power will be need. II. The going on and increase imigrate from countries to big cities is going to make the leave in this cities harder and harder.80 The crowd famil ies, who are living in the countries, are seeing the solution to live a city at the begining, in building a sharty and working in a job. But with time new demands new desires in a few words wish to make use of benefaction of modern living 'do have rigths ', make the goverment problem to bring service to the compatriot. Especial ly the political approaching of a part of the great goverments and saying nothing push the countryman to migi~ate. To prevent the distorted urbanization together with the bringing the infrastructure for the new population is a financial principle. If this monetary deduction is settle with principle of“ setting the problems at the place”, imagration from the countries will drop down. This deduction can be used for building new job area, in the countries. III. Nowadays, it is estimated that about 900 thousands citizens of Turkey come from Kastamonu district live in Istanbul. When we go to the villages of Cide Town it will be seen that 60 % of the houses are empty. As the contrary our citizens from Cide working in Europe have been going on the race of making three stories houses which can be thougth as very luxury for the village life at this empty villages.81 Besides yearly monetary help which is described as state to aim from which about 2 thousands persons benefit and is paid to at least 65 year old poor and weak peapie around 3.5 mi 1 1 i ards. I am of the opinion that the investment, which will be made, to a town like Cide which is suitable for fishing--, mountain and summary tourism, the product of forest industry and manual arts will be effective on the reducing of the present moving. IV. The village settlement places are very dispersed. The villages with 5-10 houses have been affecting to the cost of service and administrative constitution as negative. Although it is an attractive solution way in respect to settlement order aside from that the thougth of joining settlement order aside from that the difficulty of taking away the people from their environment, endevouring to settle the millions of people to the other places is a great work which is necessiates a very big source. At present, it is not seem possible solution by the way of the way of setting up shared buildings and foundation on certaion settlement places and bringing to existance attraction centres will become much move economic in long term.8k V. The lack of yield on the agriculture is an important problem in our country. Developed countries have been getting yield more than us in per lecture. If the agricultural supply and into consideration, production and labour power will be evaluated more rational ly. VI. After establ ishing town private administrations the profitable investment which will be made at town surroundings will bringtance to the subject of education and culture a sensible population understanding will be got. In this point, I am of the opinion that the governors of towns expected a lot of things in this point will solve this problems by means of town private administration.
