Özet
ÖZET Gecekondu sorunu pek çok kez değişik bakış acıları ile ele alınmış ve irdelenmiştir. Göç olgusu ürerinde durulmuş. göç ve göçün yarattığı gecekondu hareketlerinin ön 1 ermedi ı J e ilgili çözüm yolları aranmıştır. Kaçınılmaz gecekondu hareketleri karsısında. gecekonduyu ortadan kaldırmaya yönelik çabalarda bulunulmuştur. Oysa dinamik b ir süreç içindeki gecekondu. toplumsal -ekonomik ve fiziksel yapılarında değişimler göstermekte ve geriye dönülemez. fiziki çevreyi donduran, yapılaşmalar haline gelmekt edir. Bu süreç içinde, beklenen bu sonuçları önleyebilmek ve çözümler bulabilmek, ancak sorunun iyi tanımlanabilmeğine bağlıdır. Bu çalışmada, bu amaçla seçilen örnek belgelerce sosyo- ekonomik yapı ve bunun mekandaki görüntüsü saptanmaya çalışılmıştır. İzmir' in gecekondu hareketlerine en yoğun sahne olan bölgelerinden biri olan Karşıyaka'dan üç örnek bölge seçilmiştir. Bu seçimde bölgelerin kuruluş ve gelişim süreçleri göz önüne alınmıştır. Seçilen bölgeler: Fuat Edio Baksı. Gümüspala ve Güze ltepe ' dir. ilk bölümde,“gecekondu”bir terim olarak incelenmiş, taşıdığı özellikler itibarı ile dünyadaki ülkelerle karşılaştırılmış ve ikinci bölümde, gecekondu ile ilgili dünyadan örnekler verilmişt ir.üçüncü bölümde Türkiye'de iiikentleşme sürecinde, gecekondu incelenmiştir. Kentleşme ve gecekondunun nüfus açısından gelişimi, büyük kentlerden örneklerle verilmiştir. Gecekondu politikasının Türkiye 'de izlediği gelişim değerlendirilmiştir. İzmir ve İzmir gecekonduları hakkında genel b iIgilerin verildiği beşinci bölümde. İzmir'de gecekondu hareket ler i yaşadığı süreç itibarı ile ele alınmıştır. Altıncı bolümde araştırma bölgeleri ve metodları île elde edilen sonuç ve değerlendirmeler yer almaktadır. iv

ABSTRACT The squatter housing problem in mostly approached with 1 various points of view. The fact of migration has b--en dwelled on. solutions have been sought to prevent "..he migration and the squatter housing movements caused by.he migration. Against, the inevitable rcuatter h^usinq ;-:>' 'eru^n s. efforts have been given to eliminate th-- squatter hous. na areas. Yet, squatter housing areas in a dynamic proceeds. show changes in their socio-economic and physical structures and they become construction that freeze the physical environment where the drawback is impossible. In t ii;5 process, preventing these expected results and being able to find solutions, depend, only on the good description of.he problem itsel f. ¦5 In this study, we tried to determine soci :>-economic structure and the reflection, of this in construction, the in the sample districts, chosen for this purpose. We coos; e three survey fields from Karşıyaka that displays a very intense squatter housing movement. The process of foundation and development of this fields was considered while making 'he choices. The chosen districts are Fuat Edip Baks.Gümüspala and Güzel tepe.In the first chapter, squatter housing is stuoied as a term: is compared with the squatter housing areas in other countries around the world, regarding their special features: in the second chapter, examples of squatter housing from all over the world are given. In the third chapter, the fact of squatter housing is studied in terms of the urbanization process in Turkey. Urbanization and the development of squatter housing regarding the population is studied with t.h? examples form big cities. Finally, the line of development that the squatter housing policy followed, is evaluated. In the fifth chapter, where the general information on Jzmir an I squatter housing of Izmir is given, the squattei housing movements in Izmir is studied regarding the urocess that the/ are in. In the sixth chapter, the survey fields and methods with the results and evaluation take plan is explained. ii
