SUMMARY The being quality of the relations betwen school and society has a very great importance for the success of educational system. This research directed to the aim of defining the quality of school-environment in our country. It has the aim of determining the main present problems on this subject. Thus, it is expected to illuminate to the studies of the localization of the educational system. In this research, answers had been looked for the following questions: 1. In which level is the collaboration between the school and the people who forms the various section of the society? 2. In which proporation can the schools perform the ir function on society ? 3. From which factors are the collaboration of people with the school being affected ? 4. On which subjects are the people willing and readyto have responsibility ? 5. What are the attitudes of the people on the subject of the schools and having a functional role on the school administration ? The answers had been looked for the questions which were summarized above by the conversations with the teachers, school administrators and also with the agents and the representatives of local institutions. This research had been realized totaly on 2023 individuals who live in 12 counties within 6 cities. 1521 of the individuals are the people who represents the environment groups. But 502 of the individulas are the teachers and school administrators. In the research; the developmental level of the region where the individuals live; age of the individuals and the sexuality of the individuals were being selected as the educators are the variants of seniority, kind of school, region and branch. As a summary, at the end of the research, the following findings had been obtained. 236237 1. In our country relations of school and enviroment are extremely limited. 2. There isn't an effective solidarity between the school and their environment. 3. Communication of school and environment is narrow in terms of involvement. 4. Further more, the method of this communication is indirect. 5. The subjects which are related to process inside the school that the people are interested in are limited. 6. The relations between school and environment are formal. 7. Negotiations between the individuals and the school administrators are related to“precondition.”8The“institutionalYsociar and”economic" factors are obstructing the collaboration between the school and individuals of schools environment. 9. Educational instituons, could not perform their function on society, but only training the students. 10. Individual s are eager to have an activ function in educational process. But; they could not know how to do this and / or what to do for this. 1 1. In this subject,teachers(educators) and school administrators don't trust in the people who form the social environment. The proposals which were developed accauording to the results of this research, are applicable proposals and practical in using Besides, legal arrangements and proposals which are related for training within these proposals; there are; financing the school directly, establishing family (parents) consultation centers (offices), setting public rooms inside the school, home and institution visiting programs, (telephone) call service, local television and press publications.
