Özet
Bu çalışmada kentsel siyaset kuramları bağlamında, Mersin'in kentsel siyasetinin dinamikleri tartışılmaya çalışılmıştır. Bu bağlamda kent kuramları, refah devleti öncesi dönem ve refah devleti sonrası dönem ayrımı esas alınarak aktarılmıştır. Mersin'de siyasaların oluşum süreci ve aktörlerin siyasa oluşum süreçlerindeki konumlarını anlamaya çalıştığımız bu çalışmada örnek olay incelememiz, katı atıkların yer seçimi sorununda Mersin'deki kentsel aktörlerin hangilerinin daha belirleyici olabildiği konusudur.Katı atıkların daha önce bulunduğu ve dolma noktasına gelip düzensiz (vahşi) depolama şeklinde depolandığı Çavuşlu Mahallesi'nden bir an önce kaldırılması konusunda tüm aktörler hem fikir olmasına rağmen yeni katı atık depolama sahası yer seçimi konusunda uzlaşmaya varılamamıştır.Mersin kentinde kentsel siyasetin aktörlerinin üzerinde uzlaşamadıkları ve son sözü yargının söyleyecek olduğu katı atıkların yer seçimi sorunu, en genel haliyle Mersin Ticaret ve Sanayi Odası ile Mersin Büyükşehir Belediyesi tarafları arasındaki siyasi bir çatışmayı gözler önüne sermiştir. Mersin Büyükşehir Belediyesi'ne yapılan itirazların temeli, yeni katı atık düzenli depolama sahasının II. Organize Sanayi Bölgesi genişleme sahası içinde olması, bölgede bulunan (sonradan kapatılıp Akdeniz Belediyesi'ne devredilen) Bağcılar, Bahçeli, Yenitaşkent belediyelerinin gelişimini olumsuz yönde etkilemesi gibi sebeplere dayandırılmaktaydı.Aktörlerin siyasa oluşum sürecine katılımlarının sağlanmadığını iddia ettikleri ve konuya ancak idari yargı üzerinden müdahil olabilmeleri kentsel siyaset kuramları ışığında tartışılmaya çalışılmıştır.Çalışmamızın sonucunda; Mersin kentinde kentsel siyasaların oluşumunda gerçek anlamda katılımcılığın sağlanmadığı görülmektedir. Mersin Büyükşehir Belediyesi ittifak kurma ve kurduğu ittifakların aktörlerini belirleme inisiyatifini bünyesinde barındırmaktadır ve kentsel siyasalar büyükşehir belediyesinin ekseninde şekillenmektedir. Mersin Büyükşehir Belediyesi'nin oluşturduğu ittifaklar içinde genellikle kapitalist sermayenin çeşitli boyut ve değişik sektörlerdeki yansımalarının bulunduğu saptanmıştır.

In this study, according to the consistency of the city models, its urban politics of dinamics has tried to be discussed. In this context, the city models has quoted to base on the term distinction after the welfare state and before the welfare state and the evalution process of policy making in Mersin.In this study, that we handle the example event which we are going to examine is the problem of the site elections of the solid waste in Mersin and the position of the actors in this process.At first the actors agreed to remove the solid waste in Çavuşlu District because it came to the fılling point as a result of the irregular warehousing system, but inspite of all of these, the actors could not come to ending point about the new site selection of the solid waste field. They were agreed to remove the solid waste to another place but they couldn?t give an absolute decision about this.The problem of choosing a new solid waste field unroll the conflict of the Mersin Metropolitan Municipality and the Mersin Chamber of Commerce. Because of the conflict of both sides, the judgement had to be said the last word for this non-agreement.The contradiction of Mersin Metropolitan Municipality is, why this new solid waste field is establishing in the expandition territories of the 2. Tarsus Organized Industrial Zone, because for them, this problem attributed to affect negatively to the other municipalities at that area such as Bağcılar, Yenitaskent and Bahçeli municipalities.It?s claimed that it couldn?t provide the participation of the actors in this evaluation process of this policy and it?s tried to quote under the light of the urban politics.As a result of this, because of Mersin Metropolitan Municipality and its alliances, other actors didn?t want to participate in this project. And the reason why they did not want to participate shows us the head of the Mersin Metropolitan Municipality and his alliances, because actors were considering about having no chance according to the alliances of the Metropolitan Municipality, this shows us the big role of the power of the capital in this evaluating policy, too.
