Özet
Ekonomik faaliyetlerde, takas ekonomisinin terk edilmesi ile birlikte kullanılmaya başlanan para, değişik evrelerden geçerek günümüze kadar önemini korumuştur. İktisadın evrimsel gelişiminde iktisat okulları açısından paranın önemi; her iktisat okulunun benimsediği iktisadi düşünceye göre farklılık göstermektedir. Bu bağlamda tezin temel amacı; İktisat Okullarının parasal yaklaşımlarını detaylı olarak inceleyerek, İktisat Okullarının benimsedikleri politikalar ve para politikasının yapısı ile etkinlik koşullarını belirlemek, özellikle 2000 yılı sonrasında uygulanan politikalar ve bu politikaların başarı koşullarını araştırmaktır.Tezin belirtilen amacına yönelik olarak, Türkiye Cumhuriyet Merkez Bankasının politika uygulayıcısı olarak faiz politikası ile enflasyon (TÜFE), sanayi üretimi, İMKB?100, reel efektif döviz kuru ve cari açık olarak seçilmiş makroekonomik değişkenler üzerinde ne ölçüde etkiye sahip olduğu zaman serisi ekonometrisi teknikleri ile analiz edilmiştir. Analiz dönemi, enflasyon hedeflemesi ve kur politikası açısından kendi içinde bir bütünlük arzetmesi nedeniyle 2003:01?2008:09 dönemi olarak seçilmiştir. Analiz sonucunda; TCMB Faiz politikasının, kısa dönemde reel ve mali değişkenler üzerindeki etkisinin uzun döneme göre daha sınırlı bir role sahip olduğu görülmüştür.

Money, which was introduced at the end of the barter economy, has retained its importance as a medium of exchange in transactions to the present day. Since then, money has evolved through various phases. The role and importance of money for the schools of economic thought have been differentiated by the theoretical approaches of the schools for the economic problems in the evolutionary development of economics. In this context, this dissertation has three main aims; it investigates monetary approaches of the schools of economic thought in detail, seeks to determine the efficiency conditions of monetary policy according to the schools of economic thought, particularly and, analyses the monetary policy and its efficiency conditions in Turkish economy since 2000.In order to achieve the aims mentioned above, the repo auction rate (the policy rate of the Central Bank of The Republic of Turkey) has been analyzed with reference to its effect on the industrial production, on inflation rate (consumer price index), the Istanbul Stock Exchange (ISE-100) index, on real effective exchange rate index, the current account balance has been analyzed by using time series econometric techniques over the period of 2003:01 and 2008:09, as this monthly data has unity in terms of exchange rate policy and inflation targeting.Based on this analysis, our conclusion is that although the policy rate of the Central Bank of the Republic of Turkey has limited effect on real and financial variables in the short term, there is a relationship of co-integration among these variables in the long term.
