Özet

Türkiye'nin 1996 yılında Avrupa Birliği ile Gümrük Birliği'ne girmesi özellikle ülkenin lokomotif sektörlerinden biri olan otomotiv sektörünü oldukça fazla etkilemiştir. 1996 yılına kadar otomotiv ithalatında sürekli artan bir grafik izlenirken, ihracat miktarı ise çok azdır. Gümrük Birliği'ne giriş ile birlikte otomotiv sektöründe ithalatta önemli oranda düşüşler gerçekleşmiştir. Özellikle 2001 krizinin yaşandığı dönemlerde ithalat neredeyse tarihinin en düşük seviyelerine kadar inmiştir. Son yıllarda otomotiv sektöründe ihracat, ithalat rakamlarını geçmiş durumdadır. Bu yıllara kadar otomotiv sektörü dış ticaretinde sürekli açık görülürken, bu durum tersine dönmüş sektör dış ticaret fazlası vermeye başlamıştır.Gümrük Birliği ile birlikte sadece üretimde ve ihracatta artış olmamıştır. Bunun yanında sektörde faaliyet gösteren firmaların üretim kapasiteleri ve buna olarak yarattığı istihdam da artmıştır.Bu çalışma ile öncelikle otomotiv sektörü hakkında bilgiler verilmiş, bu anlamda dünyada ve Türkiye'de otomotiv sektörünün genel durumu incelenmiştir.İkinci bölümünde Gümrük Birliği konusuna detaylıca değinilmiş, Türkiye'nin Gümrük Birliği'ne giriş süreci ve bu süreçte yaptıkları incelenmiştir. Ayrıca Gümrük Birliği sürecinin Türkiye'nin ekonomisine etkileri üzerinde durulmuştur.Çalışmanın son bölümünde ise Türk otomotiv sektörüne ve otomotiv yan sanayi sektörüne Gümrük Birliği'nin etkileri açıklanmıştır.

The establishment of the Customs Union with European Union in 1996 has influenced the Turkish automotive industry appreciably which is one of the leading sectors in the country. While the import figures of automotives had been gruadually increasing until 1996, the volume of the export figures remained very low on the contrary. After the enforcement of the Customs Union the import figures in the automotive industry showed decrease in big ratios. Especially during the domestic economic crisis period in 2001, the decrease in the import figures reached to the lowest level in its history. In the recent years, the export figures have surpassed the import figures. Until the recent years while there had been foreign-trade deficits in the industry, this situation has reversed in the recent years and there have been foreign-trade surpluses.Thanks to the Customs Union, there has not been an increase only in the production and exports but also in the production capacities and employments of the companies in the industry.In the first section of the study, informations about the automotive industry are given and in this context the general situation of the automotive industry both in the world and in Turkey is analyzed.In the second section, the Customs Union issue is mentioned in details and analyzed under the scopes of Turkey?s accession and integration processes into the Customs Union. Moreover, the effects of the Customs Union on Turkish economy are also analyzed.In the last section of the study, the effects of the Customs Union on the Turkish automotive and supplier industries are analyzed.
