Özet
Küreselleşme ile dünya pazarlarında artan yoğun rekabet, yapı üretim sektörünün bir değişim sürecine girmesine neden olmuştur. Bu süreç ile birlikte müşterilerin gereksinim ve beklentileri de değişmiştir. Sektörde fark yaratabilmek için, müşterilere istedikleri kalitede ürünü, daha uygun fiyatta ve daha kısa sürede sağlamanın gerekliliği anlaşılmıştır. Bu amaca ulaşabilmek için gereksinim duyulan zaman kaynağının etkin kullanılması gerekmektedir.Yapı üretim sektöründe kuruluşların zamanı kullanma biçimi, projelerdeki başarı ya da başarısızlığın nedeni olabilmektedir. Projenin zamanında başlaması, planlanan hızda yürütülmesi ve belirlenen bir teslim tarihinde sona ermesi, maliyet ve ürün kalitesi bakımından önem taşımaktadır. Projede, belirlenen süreden sapılması, hedeflerin tutturulmasını güçleştirmektedir. Yapı eyleminde yer alan katılımcıların, zamanın etkili kullanılmasına önem vermemesi nedeni ile proje sonunda beklenenler gerçekleşememektedir. Bu konuyla ilgili olarak Peter F. Drucker da şu gözlemde bulunmuştur. ?Zaman en az bulunan kaynaktır, eğer o doğru yönetilemiyorsa hiçbir şey yönetilmiş sayılmaz?. Yapı üretiminde zamanın etkin kullanılmasını sağlayan zaman yönetimi, proje yönetim sisteminin bilgi alanlarından birisi olarak karşımıza çıkmaktadır.Yapı üretim sektöründe rekabetin artmasıyla birlikte kalite, kuruluşlar tarafından önemli bir üretim unsuru olarak görülmüş ve rekabetin en önemli belirleyicisi olmuştur. Günümüzde ise müşteri isteklerinin artması ile kalitenin geliştirilmesi düşüncesi ortaya çıkmış ve böylelikle ?Toplam Kalite Yönetimi? anlayışı gelişmiştir. ?İşin tek seferde doğru yapılması? mantığının esas olarak kabul edildiği TKY'de, başarının sağlanması için kalitenin sürekli geliştirilmesi, kaynakların etkin ve verimli kullanılması gerekmektedir. Bu kaynakların içinde en önemlisi olan zamanın, etkin yönetilmesi ile proje sonunda istenilen kaliteye ulaşmak mümkündür.Bu çalışmada, yapı üretiminde yer alan katılımcıları, zaman yönetimi hakkında bilgilendirmek ve yapının, sağlıklı bir şekilde, planlanan süre ve istenilen kalitede üretilebilmesi için, projelerde kullanılan zaman yönetiminin önemini vurgulamak ve zaman yönetiminin ürün kalitesine etkisini, toplam kalite yönetimi çerçevesinde ortaya koymak amaçlanmıştır.Bu amaç doğrultusunda öncelikli olarak yapı üretim sürecinde, proje yönetimi bilgi alanlarından birisi olan zaman yönetimi, ayrıntılı olarak incelenmiştir. Daha sonra yapı üretiminde kalite kavramı ve zaman yönetiminin TKY üzerindeki etkileri araştırılmış ve bu etkiler, TKY'ndeki planlama aşaması ve TKY esasları ile zaman yönetiminin ilişkisi incelenerek ortaya konulmuştur.Sonuç olarak yapı üretim projelerini, planlanan sürede ve istenilen kalitede tamamlayabilmek için, yapı üretiminde yer alan katılımcıların zaman yönetimi konusunda bilgilendirilmeleri ve projelerde zaman yönetiminin kaliteye etkisini göz önünde bulundurmaları gerekmektedir.

As a result of intensive competition increased with the globalization at the global markets, structure manufacturing sector has entered a changing period. Along with this period, the necessity and expectations of the customers have also changed. For creating a difference at the sector, it is understood that the products have to be ensured to the customers in a shorter time, for a more affordable price and at the expected quality by the customer. The time source needed for achieving this target should be used effectively.The time using manner of the companies in the structure manufacturing sector can cause either to success or failure of the projects. It is important in terms of costs and product quality that starting to the project in time, implementation of the project according to the planned speed and finishing the project in the pre-specified time period. The deviation from the specified time period for a project makes it harder to achieve the targets. Because the participants of the structure manufacturing process care less about the effective time using, the expectations can not be materialized at the end of the project. In this regard, Peter F. Drucker had observed as ?Time is the scarcest resource and unless it is managed nothing else can be managed.? The time management system that provides effective time using at the structure manufacturing has been introduced to us as a branch of the project management system?s information field.Quality has counted as an important manufacturing element by the companies along with the increased competition and become the most significant item for the competition. Nowadays, the idea of improving the quality with the increased requests from the customers has emerged and the ?Total Quality Management? concept has been developed. According to ?TQM? which has the main logic of ?Implementation of the work once and correctly?, for achieving success, the quality should be improved constantly and the resources should be used efficiently and productively. The requested quality is achievable at the end of the project if the time which is the most important resource among the others, is managed effectively.This study aimed to inform the participants of the structure manufacturing process about the time management, to emphasize the importance of time management for producing a reliable structure in the pre-specified time period with the desired quality and to prove the effect of the time management on the product quality, within the scope of total quality management.In parallel with this aim, as a priority, the time management, which is one of the information fields of the project management during structure manufacturing process, has been examined in detail. Thereafter, the quality concept in the structure manufacturing and the effects of the time management on the TQM has been researched and those effects, the planning period of the TQM and the relationship between the TQM fundamentals and time management have been analyzed and presented.As a result, for completing the structure manufacturing projects in the pre-specified time period and with the desired quality, the participants of the structure manufacturing process should be informed about the time management and should consider the effects of time management during implementing a project to the quality.
