Özet
Osmanlı Devleti'nin 19 uncu yüzyıldaki vergi sistemi içerisinde temettuat vergisi önemli bir yer tutmaktadır. Halktan adil bir şekilde ve daha fazla vergi almak amacıyla konulan bu vergi sayesinde, Tanzimat'la birlikte uygulanmaya başlayan yeniliklerin taşra teşkilatına yansımaları kayıtlara geçmiştir. Verginin yazıldığı defterler ile yerleşim yerlerinin ekonomik durumu hakkında bilgi sahibi olunurken sosyal yapının durumu da ortaya çıkmıştır.Bu tezde, 19 uncu yüzyılda alınan bu vergi doğrultusunda, 1844-1845 yılları arasında Biga Sancağı'na bağlı olan Lâpseki Kazası ele alınmıştır. Lâpseki Kazası ile ilgili olarak Başbakanlık Osmanlı Arşivi'nde bulunan 5128, 5129, 5130, 16172 ve 17642 numaralı temettuat defterleri kullanılarak, kazanın nüfusu, üretim yapısı, tarımsal işletmelerin nitelikleri, gelir kaynakları, tarımsal verimlilik ve vergiler gibi ekonomik ve sosyal hayat hakkında detaylı bilgiler üretilmeye çalışılmıştır.Lâpseki Kazası'nda Tanzimat dönemindeki sosyo-ekonomik yapının ortaya konulduğu bu tez ile Tanzimat'ın uygulandığı alanlardaki haritanın bir parçası daha açığa çıkarılmaya çalışılmıştır.

In the 19 th century, the temettuat tax holds a very important place in the Ottoman taxation system. With the application of the temettuat tax there emerged an opportunity of taking high and fair tax from the people and also it lead the local authorities to keep the recordings of the reflections of the Tanzimat innovations. By the help of these recordings we could learn about the economical situations of the places and the social structure of the folks.In this paper, according to this tax taken during 19th century, the District of Lapseki which was bound to Biga Sancağı between 1844 and 1845 was examined. Related to the District of Lapseki, there search aimed to get detailed information about social and economic life such as the population of the district, the structure of production, the quality of agricultural corporations, source of income, agricultural fertility, and taxes using the notebooks numbered 5128, 5129, 5130, 16172 and 17642 that are found in Prime Ministery Ottomon Record Office.By this thesis, that revealed the social economic structure of Lapseki county, one of the pieces of the map has been enlightened where tanzimat rules are enforced.
