SUMMARY Subject: Establishment of Planning Decisions Related to Educational Instutions as a Social Equipment in Urban Planning Process. In city planning, in order to define the social institutional equipment and their specifications in an applicable fashion and in line with needs; the settlements have to be analyzed in multi - dimensions and the planning policies have to be developed properly. In this study, the characteristics of the settlements and the way these characteristics influence the planning decisions during the planning process of urban social equipment is discussed in the example of educational institutions which has an important place among them. In order to explain this relationship better, the concept of settlements and education are described seperately and with their basic structural parameters. For succesful planning, first of all settlements have to be characterized well, i.e. according to physical outlook, administration type, population and functions. In this study, settlements are grouped as urban - rural from a lifestyle point of view and existing - new from a development perspective. The three main spatial divisions, i.e. residence, infrastructure, equipment and the settlement elements which are the results of these divisions are defined in the whole of the settlement so that the role of the equipment becomes conceptually clear. Educational institution which is one of these equipment is examined in general terms, within the context of the Turkish National Education System, drawing attention to the spatial dimension. The characteristics of the settlement which influence the planning of the educational institutions are analysed with views that emerge from the sequence of settlement, equipment and educational institutions. These characteristics can be defined in 3 groups as those determining the demand for, the supply of and the distribution of educational institutions. The ones determining the demand originate from the people in the settlement and the influence area. The parameters defining the supply are set by the individuals and the instituions that have the authority to decide on behalf of the public. The characteristics that finalize the distribution of institutions are the geopraphicallimitations and the physical resources which reply to the question of“where”. After the anatysis of the settlement and. the specification of the characteristics which influence the planning process of the educational institution is completed, the stage of planning decisions is reached. In this stage, decisions concerning the optimum location, size, funding and the operation are crystallized. This research which starts from an approach of ideal planning model also covers the proposed solutions for the shortcomings of the present system and the legislation. In essence this study focuses on the conceptual definitions and the interdependencies between the characteristics of the settlements and the planning decisions of educational institutions in order to provide solutions and to create new channels of vision.
