SUMMARY The European Community (EC) had to develop two different Mediterranean policies, one for its own Mediterranean members and the other for non-member Mediterranean countries. The policy for its own members, Integrated Mediterranean Programmes (IMPs), has been developed in 1985 by 2088/85/EEC Council Regulation. They mobilize all Community, national and local available sources, taking the necessary measures needed into consideration. These measures comprise the effects of mobilization on the important sectors of economy as well as the multi-annual contracts realized by the concerned parties. The second group policy, namely Global Mediterranean Policy, for the Mediterranean third countries, was created in 1972. In this context, different types of agreements were signed between the EC and Algeria, Morocco, Tunusia, Egypt, Jordan, Israel, Lebanon, Syria, Turkey, Greece, Yugoslavia, Malta and Cyprus. Along with these agreements, financial cooperations with the above mentioned countries has started to be signed under the general conditions of financial protocols. Contrary all measures taken, neither an improvement of the balance of trade during, nor an increase of export growth rates could be achieved. After these developments, the European Community reviewed its relationship with Mediterranean non-member countries and concluded in 1990 that "stability and prosperity in the Mediterranean non-member countries are key factors in the stability and prosperity of the Community itself. As a response to these needs, the EC launched in 1990 its New Mediterranean Policy. This policy's aims are defined as the improvement of EC market access, increase of bilateral and EC financial grants, conclusion of fourth financial protocols with Maghrep, Maschrik countries and Israel, and support of economic adjustment process. In this context, the EC Council adopted two regulations on 29 June 1992. The first concerns finacial cooperation in respect of all Mediterranean non-member countries (1763/92/EEC). And the second is about the implementation of protocols on financial and technical cooperation concluded by the Community with Mediterranean non-member countries (1 762/92/EEC). T4.
