Özet
Bu araştırma, okul öncesi eğitim programının işitme engelliler ilköğretim okullarında uygulanabilirliğinin bazı değişkenler açısından değerlendirilmesi amacı ile yapılmıştır. Araştırma evrenini; 2012- 2013 eğitim öğretim yılında Türkiye genelinde bulunan işitme engelliler ilköğretim okullarında görev yapan işitme engelliler öğretmenleri ve diğer öğretmenler (sınıf öğretmenliği-özel eğitim öğretmenliği) oluşturmaktadır. Araştırmanın çalışma grubunu ise Türkiye'nin farklı bölgelerinde görev yapan 390 öğretmen oluşturmaktadır. Araştırmada verilerin toplanmasında anket kullanılmıştır. Anketin geliştirilmesi sürecinde ise Akkaya (2009) tarafından kullanılan anketten yararlanılmıştır. Anketin birinci bölümünde, öğretmenlerin kişisel bilgilerini kapsayan maddeler; ikinci bölümde ise okul öncesi eğitim programının uygulanmasında öğretmen görüşlerinin değerlendirilmesine yönelik 40 madde bulunmaktadır. Anket Amaç ve Kazanımlar, İçerik, Eğitim Durumları ve Değerlendirme olmak üzere dört boyuttan oluşmaktadır. Ankette var olan bu dört boyut ise; cinsiyet, en son mezun olunan bölüm, meslekteki kıdem ve okulun bulunduğu yerleşim yeri açısından analiz edilmiştir. Araştırma verilerinin toplanmasında kullanılan anket, katılımcılara 2012- 2013 eğitim öğretim yılı içerisinde posta ve e-mail yolu ile dağıtılmıştır. Veri toplama aracı dağıtıldıktan sonra katılımcılara araştırmanın konusu, amacı ve veri toplama araçlarının içeriği hakkında bilgi verilmiştir. Araştırmada elde edilen veriler daha sonra bilgisayar ortamına aktarılarak, SPSS (Statistical Package for Social Sciences) 20.00 programıyla analiz edilmiştir. Verilerin analizinde ki-kare istatistiğinden faydalanılmıştır. Araştırmadan elde edilen bulgulara göre işitme engelliler öğretmenlerinin; okul öncesi eğitim programının amaç ve kazanımlar, içerik, eğitim durumları ve değerlendirme öğeleri ile ilgili olarak, genel anlamda olumsuz görüş bildirdikleri, ayrıca programın işitme engelli öğrencilere uygulanabilir olmadığını belirtmişlerdir. Araştırmanın sonunda, elde edilen sonuçlara dayalı olarak geliştirilen önerilere yer verilmiştir.

This study aims the evaluation of the applicability of pre-school education program in primary schools for the hearing impaired in terms of certain variables. The study universe is composed of hearing impaired teachers and other teachers (classroom teachers - special education teachers) which are working in primary schools for hearing impaired in 2012-2013 academic year in Turkey. The study group is composed of 390 teachers working in different regions of Turkey. In this study, questionnaire was used to collect data. In the process of developing the survey it was benefited from the questionnaire used by Akkaya (2009). The first part of the survey covers the items containing personal information of teachers. The second part consist of 40 items intended to the evaluation of view of teachers regarding the implementation of pre-school education program. Survey consists of four dimensions including Purpose and Outcomes, Content, Educational Conditions and Assessment. These four dimensions belonging to the survey has been analyzed in terms of gender, the latest graduated department, professional seniority and the location of the school. The questionnaire, used for collecting survey data, is distributed via mail and e-mail to the participants in 2012-2013 academic year. After data collection tool is distributed, information about the research subject, its purpose and the content of this data collection tools are explained to the participants. The data obtained in this study is then transferred to a computer platform and analyzed with SPSS (Statistical Package for Social Sciences) software version 20.00. The chi-square statistic was used in the analysis of data. According to the findings obtained from the study, teachers of hearing-impaired stated in a general manner negative opinion about aim and achievements of pre-school education program, content, education conditions and assessment items, also they specify that the program is not applicable to the hearing-impaired students. At the end of the study, recommendations which were developed based on the results obtained from this study are given.
