Özet
1980'li yıllarda enflasyon dünya ekonomisinde ekonomik ve sosyal kökenli birçok problemi beraberinde getirmiştir. Enflasyonla mücadele ederken ülke ekonomilerinin fiyat istikrarında sürekliliği ve kalıcılığı sağlamaları gerekmektedir. Bunu realize etmek amacıyla, para politikasını fiyat istikrarının sağlanması yönünde yürütmekle yükümlü kılan enflasyon hedeflemesi stratejisi kullanılmaktadır. Bu çalışmanın amacı, Türkiye ekonomisinde 2002 yılından sonra enflasyon hedeflemesi stratejisinin tüketici fiyatları endeksi, döviz kuru sepeti, bütçe açığı/ GSYİH oranı, cari açık/ GSYİH oranı ve GSYİH büyüme oranı gibi temel makroekonomik değişkenlerde herhangi bir yapısal kırılma döneminin başlangıcı olup olmadığını belirlemektir. Çalışmanın amacına yönelik olarak enflasyon hedeflemesi stratejisi önce teorik olarak ele alınmış, fiyat istikrarına ve ekonomik istikrara etkisine değinildikten sonra Türkiye'de enflasyon hedeflemesi stratejisine geçilmesiyle ekonomik istikrarın göstergeleri ile değişkenlerin seviyelerinde ve oynaklık değerlerindeki değişimi analiz edebilmek için Chow ve Quant-Andrews yapısal kırılma testleri uygulanmıştır. Genişletilmiş Dickey Fuller (ADF) testi ile gerçekleştirilen durağanlık testi sonuçları analiz edilmiştir. Çalışma dört bölümden oluşmaktadır. Birinci bölümde fiyat istikrarının kavramsal çerçevesi, iktisat teorilerinde fiyat istikrarı ve kullanılan alternatif para politikası stratejilerine yer verilmiştir. İkinci bölümde ekonomik istikrarın göstergeleri, enflasyon hedeflemesi stratejisinin güçlü, zayıf yönleri, fiyat istikrarına ve ekonomik istikrara etkisinin genel bir değerlendirilmesi yapılmıştır. Üçüncü bölümde ülke deneyimleri ve Türkiye uygulamasına yer verilmiştir. Son bölümde, enflasyon hedeflemesi stratejisinin ekonomik istikrar göstergeleri üzerindeki etkisi ampirik bir analizle irdelenmiştir. Analiz sonuçlarına göre, Türkiye'de 2002 yılından sonra uygulanan enflasyon hedeflemesi stratejisinin belirlenen temel makroekonomik değişkenler üzerinde yapısal kırılmaya neden olduğu görülmüştür.

In the 1980s, in the world economy inflation has brought many economic and social origin of many problems. Disinflation of the country's economy while ensuring continuity and permanence of price stability are required. In order to realize this, monetary policy oblige to use the inflation targeting strategy to walk towards ensuring price stability. This study in Turkey's economy, after 2002 inflation targeting strategy, is the beginning of the period to determine whether any structural break on consumer price index, exchange rate basket, budget deficit / GDP ratio and the current account deficit / GDP ratio as the main macroeconomic variables. Working for the purpose of the study, inflation targeting strategy before been studied theoretically, the effect of price stability and economic stabilization and After the adoption of inflation targeting strategy in Turkey, to analyze the change in the indicators of economic stability in the level and volatility of the value of the variable changes, structural break tests the Chow and the Quant-Andrews were applied. The stability test results were analyzed by Extended Dickey Fuller (ADF) test performed. The study consists of four parts. In the first part of this study conceptual framework of price stability and price stability in economic theory and alternative monetary policy strategies used are given. In the second section; the indicators of economic stability, the strengths and weaknesses of inflation targeting strategy, price stability and economic stability, an overall assessment was made of the effect. The third chapter is given to the experiences of countries and practice in Turkey. In the last section, the impact of the inflation targeting strategy, on economic stability indicators are examined in an empirical analysis. According to the results, in Turkey after the determination of the inflation targeting strategy in 2002 has been shown to cause structural breaks applied on the main macroeconomic variables.
