SUMMARY Despite Iraq's political attach to Great Britain, it has managed at certain periods to escape from British control to establish different kinds of relations and statements with different countries, specially with neighboring Turkey whereas Turkish Republic's policy leadered by Mustafa Kemal Atatürk had gained the admiration of several Iraqi politicians to build up historical relations between two countries and established Sadabad Pact at 1937 which had a moral effect on both countries. Even after the Second World War, when the Middle East region was a field of many crisis, still this relationship managed to develop in a friendly manner. Great Britain and USD who found Russia's seepage into the Middle East region as a great threat to their benefits in the area, went to the direction of block policy by the co-operation of Iraq who aided them in starting their activities in the Region and Nuri Al Said who guided Iraq's foreign policy during 1920 till the revolution of 1958 had a big role in creating these possibilities. Later on, Iraq and Turkey signed on a mutual corparation and neighbourhood treaty at 1946, and although the so-called Middle East Pact never took place. Baghdad Pact was established at February 1955 by the attempts and true efforts of both countries according to which, relations between the two countries was conveyed to a dual Alliance and a regional Corparation Statement which included Iran abd Pakistan as well in addition to Great Britain's complete involvement in the Pact and USA's economical contributions in addition to an actual joining in the Pact's Military Committee in order to protect the Middle East area from the direct danger of Russia. As a result of Baghdad Pact, Iraq had weakened its relations with Arab Countries, building up a better dialogue with Turkey and Iran. The relations between Iraq and Turkey had continued in a frame at alliance and friendship until the Iraqi revolution at 1958, and Atatürk, by his step of making Iraq a member in Sadabad Pact has planned for a long term friendly relations with the Arab world. But the period between 1958 - 1963 shows a visable decline and monoton era (stage) between the two countries especially after the revolution of 14 of July, 1958 leadered by Abdulkerim Kasım, whereas Turkey's plans of destroying it, but the threat from Soviet Union, the west 162world's advise and effect of the Turkish opposition, specially CHP (National Republician Party whose president was İsmet İnönü) had made Turkey to step back and forget the idea. And despite all these events, the dialogue had come to a good level again. The relations between Iraq and Turkey, regardless to what the imperialist countries had created of artificial problems of politic borders or economic chaos, is still developing steadily in a normal mutually beneficial platform. The defeat of the Iraqi regime in 1958 and the Turkish regime in 27 May 1960, and according to these bases, relations had advanced in favour of the nations of these countries and is including all aspects, also no power of any king or attitude will be able to destroy or even divert it. 163
