ABSTRACT The environmental problems and its increasing importance is well known both in the World and in Turkey. On the otherhand, for the solution of these problems, there are many trainings such as establishing an organization, preparing regulations and standarts. Projects and technical studies for the solution of environmental problems are increasingly in consideration and so environmental control and measurement technology is taken into account in this respect. The environmental problems that Turkey faces are mostly due to the fact that Turkey is developing country. In addition to this, the developed-capitalist-countries also get developing countries to coloniahzm in environmental sense.“The New World Order”and its new international corporation thinks cities of developing countries and their new projects and investments including environmental projects as a big market and they also try to make additional incomes from this activities. The environment, technology and central-local administrations and their relationships must be considered carefully. Therefore, from the point of public health and good environmental conditions local administration and its activities should be searched on different situations and ways. Not only the municipalities serve the people in city or country, they are also related to the direct application of the solutions for the environmental problems in which there are too many projects relating to environment of the cities and directly municipalities In this thesis, the Ankara municipality, as a local administration is analized with respect to the environmental technology and the international corporation. At the same time, this thesis is a trial to find the answers to the questions of what kind of local administration and municipality should establish in order to motivate them to serve the people in a more functional and benefical way.
