Özet
Sağlık hizmetleri, elle tutulmazlık özelliği taşıyan, birbirini tamamlayıcı nitelikte olan ve insangücü yoğunluğunu içerisinde bulunduran, kendine özgü yapısal özellikleri taşıyan bir hizmettir. Sağlık hizmetleri sunumunda bir çok farklı meslek grubu bu hizmet sunumunda yer aldığından karmaşık bir yapıya sahiptir. Bu karmaşık yapıda, amaçlanan performans yönetimi, hastane işletmesinin başarı seviyesini arttırabilmek için geliştirilen yönetim teknikleri olarak tanımlamaktadır. Performans yönetiminde; tutumluluk, verimlilik, etkinlik, kalite, hakkaniyet ve objektiflik temel unsurlardır. Hastane işletmelerinde performans yönetimi ilk kez kamu hastanelerinde başlamış olup, özel sektörün konuya ilgisinin artması, modern yönetim tekniklerinin uygulanır olması performans yönetiminin gelişimini sağlamıştır. Performans yönetiminin hastane yöneticileri tarafından benimsenmesi ve yürütülmesindeki sorumluluklar, hastanelerin temel hedef ve ihtiyaçlarına ulaşılması doğrultusundaki katkısını artırmakta ve faydalı olmasına neden olmaktadır. Performans yönetimi organizasyon hedeflerinin spesifik hedeflere göre performans kriterlerinin belirlenmesi, yönetici çalışan işbirliği, başarıların tanınması ve ödül sisteminin işlemesi, hastanenin güçlü ve zayıf yönlerinin tespitinin sağlanmasıdır. Bu çalışmada hastane işletmelerinin performans yönetiminin gelişimine, ölçümlenmesine ve uygulamalarına, Sağlık Bakanlığı'nın hastane işletmelerinde uyguladığı performans yönetim modelinin çeşitli yönleri ile ayrıntılı olarak değerlendirilmesine yer verilmiştir.

Health care, hand carrying tutulmazlık feature in the holding, which should complement each other and manpower density is a service with unique structural features. Because health care is a very different professional groups involved in the provision of this service delivery has a complex structure. This complex structure, intended for performance management, hospital management is defined as the development of techniques to increase the level of business success. Performance management; thrift, efficiency, effectiveness, quality, fairness and objectivity are essential elements. Performance management in the hospital business which has started for the first time in public hospitals, increasing interest of private sector to the issue, and the application of modern management techniques have led to the development of performance management. The adoption of performance management by hospital managers and the management responsibilities which have been conducted, increases the contribution towards the achievement of the basic goals and needs of hospital and leads it to be beneficial. Performance management is to ensure the determination of performance criteria of organizational objectives based on specific objectives, manager-employee co-operation, recognition of achievements and processing of the reward system, detection of hospital's strengths and weaknesses. Development, measurement and practices of hospital performance management, evaluation of performance management model in detail with the various aspects applied in hospitals by Ministry of Health are included in this study.
