Özet
Günümüzde yönetsel anlayış bakımından“çok aktörlü”kurumlar ve“yerel demokrasi”anlayışı popülerlik kazanmaya başlamıştır. Bu tür anlayışın gerekliliği olarak“kent konseyleri”modeli tasarlanmıştır. Kent konseyleri, Birleşmiş Milletler'in (BM) 1992 Rio Yeryüzü Zirvesi'nde gündeme gelmiş olup ve Yerel Gündem 21 ismiyle uygulamaya geçirilen yapılanmanın Türkiye'deki uzantısı olarak yer aldığı görülür. 2005 yılında yasal bir zorunluluk olarak 5393 sayılı Belediye Kanunu'nun 76. maddesi kapsamında kent konseyleri“katılımcılığı özendiren”,“kentin hak ve hukukun korunmasını sağlayan”,“paydaşları bir araya getiren”çok aktörlü yapılar olarak kurulmuştur. Bu anlamda kent konseyleri, yerel demokrasinin güçlendirilmesi doğrultusunda bir adım olarak değerlendirilmektedir. Ülkemizde kent konseylerinin yerel demokrasiye katkısı nedir? Kent konseyleri, etkin midir? Bu tür kurumlara gerek var mıdır? Bu tür soruların cevaplanması, kent konseylerinin kuruluş amacına uygun hareket edip etmediği açısından önemlidir. Bu tezde; kent konseylerinin yerel demokrasi bağlamında etkinliği eleştirel bir yaklaşımla incelenmiştir. Çalışmada, nitel araştırma yöntemlerinden mülakat tekniği kullanılmıştır. Nitel veriler ise betimsel yöntemle analiz edilmiş ve yorumlanmıştır. Çalışmanın örneklemi, kent konseylerinin doğrudan ilişkide bulunduğu belediye meclis üyeleri ve kent konseyi temsilcileridir. Bu kapsamda çalışmanın ilk iki bölümünde demokrasi kavramı, yerel demokrasinin geliştirilmesinde yer alan kavramlar ve eleştirileri, Türkiye'de yerel demokrasinin mevzuat boyutuyla incelenmesi ve kent konseyleri ilgili bilgilere yer verilmiştir. Üçüncü bölümde ise yerel demokrasi bağlamında Kütahya Kent Konseyi ve ilgili paydaşlar analiz edilmiştir.

Today an understanding of“multi-agent”institutions and“local democracy”has commenced to gain popularity in terms of an administrative perspective. The“city councils”model has been designed as a requisite for this perspective. The city councils, which were brought to the fore in the 1992 Rio Earth Summit of the United Nations (UN), are the extensions of an establishment in Turkey that was implemented and known as Local Agenda 21. The city councils, which were founded in 2005 as a legal obligation within the scope of Article 76 of Municipality Law No. 5393, are multi-agent establishments which“encourage participation”,“ensure the protection of the right to the city”, and“gather the partners together”. In this sense, the city councils are assessed to be a step forward for strengthening local democracy. What are the contributions of the city councils to local democracy? Are the city councils effective? Is there any need for such institutions? Answering such questions is crucial to identify whether the city councils are in accordance with their founding objectives or not. In this thesis, the effectiveness of the city councils in the context of local democracy is analysed from a critical approach. In this study, interviewing which is a part of qualitative research methods is used. Qualitative data is analysed and interpreted though descriptive method. The target group of the study includes municipal council members and city council representatives who are directly linked to the city councils. Within this framework, the first two chapters of the study delineates the concept of democracy, the concepts within the improvement of local democracy and their critics, the review of local democracy in Turkey from a legislative dimension, and information about the city councils. The third chapter analyses the Kütahya City Council and related partners within the context of local democracy.
