Özet (Çeviri)

The overall objective of this research was to analyze the impact of the recent major changes in international politics upon Turkey's security interests. Since the Second World War Turkey has based its security system on its NATO membership and has enjoyed a degree of confidence and stability within the context of the East-West confrontation. During the same period Turkish foreign policy has been Westward looking, secular and characterised by noninterference in the internal affairs of the neighbouring countries. It is suggested here that the end of the Cold War, the Gulf War, the disintegration of the Soviet Union and fragmentation in the Balkans have offered serious challenges to Turkey's security interests and to her established foreign policy style. First, these events, many of which have happened in the regions contiguous to Turkey, resulted in many conflicts which have pressurised Turkey to abandon passivity. Second, they also demonstrated that Turkey's interests in the post-Cold War era may differ significantly from those of the West. Finally, these events, which resulted in the end of the Cold War confrontation, have made the NATO alliance less significant for European security. At the same time, there have been developments that prefigure a common European foreign and defence policy as well as a new European security system within which Turkey may not find a place. Nevertheless, with the end of the Cold War and the disintegration of the Soviet Union, there remain good prospects for Turkey to develop closer economic, political and cultural relations within a region extending from the Balkans to the steppes of Central Asia. In the post-Cold War era Turkey has new opportunities emerging which could offer her a more prominent role. The new geo-strategic realities have increased considerably the importance of the South Flank. The role played by Turkey is now more important than in the past. Three crises, that is the Gulf War, the civil war in Yugoslavia and the failed coup in the USSR, all occurred in neighbouring countries, these events have made it evident how important Turkey is/ (Manfred Woerner, NATO Secretary General. Newspot, 27 February 1992) Tor us it is (the Black Sea Economic Cooperation Region) like the EC is for the Europeans. We are on the crossroads, and Turkey is at the centre/ (Ion Iliescu, The Romanian President. The Wall Street Tournal, 26 June 1992) Tn the 1990s, as the new nations discover the power of free enterprise, as democracy dispels a long dark era of division and distrust, Turkey can regain its historic place as a trade hub, uniting Europe-East and West-Africa and the Middle East/ (George Bush, The President of the United States. Newspot, 25 July 1991)
