Özet (Çeviri)

The international trade regime is established under the hegemony of the US following the Second World War. Developed countries, notably the US, have therefore utilised the very design of the GATT and its successor, the WTO, in favour of themselves for a long time. However, as India reached an unprecedented rate of economic growth, its power and clout have increased in the global governance structures, including the WTO. Despite its rising status in the inner circle of the WTO, India has employed a nay-saying negotiation strategy. As India's strict negotiating behaviour has led to the recurrent stalemate in the trade talks, India is mainly interpreted as a veto-player in the WTO. Nevertheless, at the 2013 Bali Ministerial India has reversed its negotiation stance, and thereby, a breakthrough is eventually made. This dissertation thus examines how and why India's behaviour has changed in international trade negotiations. The principal argument of this study is that India's employment of an uncompromising bargaining position does not necessarily demonstrate its intention to overthrow the current international trade regime. Indeed, the continuation of the existing architecture is in India's interest. To verify the argument, this dissertation analyses the case study of the Doha Development Agenda in which the change in India's negotiating attitude is apparent. The following conclusion can be drawn from this study is that the main argument of this dissertation gives a good account of the rationale behind the alteration in India's negotiation posture.
