The use of the subcontracting system which goes as back as the beginning of the history of capitalism, has changed within this period according to the form of capital accu mulation, and it is widely used today as a production system and an organizational form. There is no agreement of opinion about the definition, classification and function of subcon tracting even through its long past. This theses which is the first of its kind on this subject in Turkey, other than the in troduction and conclusion, has three main sections. In the first section, primarily the history of subcontracting, views on the definition and classification in the literature as well as my own original definition and classification are given and then comments on different specifications of subcontracting from similar concepts and production systems are evaluated. Characteristics of subcontracting are gathered under three main groups as small firms, dependence and informalization. In the second section, the 1LO and UNIDO's approachs to subcontracting are discus sed and case studies of various countries are summarized. The ILO examines the subcon tracting system mainly as the formalization of the informal sector and the informalization of the formal sector. The UNIDO emphasizes the effects of subcontracting from point of view of the small and big scale enterprises and economy of the country as a whole. In addition to this, the extent and legal situation of subcontracting in Turkey is also studied under this section. In the third section, the reasons of the recent videspread use of subcontracting and its effects on industrial relations are discussed. The subcontracting system has found a widespread practice in all developed and developing countries, by the application of flexible production systems, increasing of small firms and the practice of privatization. The subcon tracting system, together with flexible working methods (atypical, non-standard) which are the result of flexible production systems, causes a segregation in the labour market, breaking it into core and peripheral groups. The core group is unionised and is paid high wages. It also has job security and good working conditions. On the other hand, peripheral group is non union and is paid low wages. It also does not have job security and its working conditions are poor. The increase in the peripheral group causes the development of the informal sector.
