SUMMARY Güresun, Gül.“The Position and Importance of The European Parliament's Political Groups. in The European Union.”M.A. Thesis, (Advisor: Prof. Dr. Aydoğan uzman). The European Union has a supranational structure vvhich has the initiative of taking legal action which has a mandatory effect in member countries. The Union operates through its individual organisations which carry out the functions of legislation, execution and jurisdic- tion vvhich have a binding effect in member countries. The European Community, vvhich organised the economic activities of member countri- rBS at first, is gradually turning into a political union which is strongly felt in every area of soci- al life and even includes the member states foreign policies. The ultimate goal is to achieve Federal Europe. in order to achieve this ideal, member countries have set up a dynamic structure vvithin the European Union and thus, have provided the Union with the opportunity to continously renevv itself. As a result, the Union has renevved itself and has started to gather an important part of the member countries legislation initiatives vvithin its own constitution. Hovvever, while this is done, the powers taken from elected parliaments are handed över to either appointed bureaucrats (Commission), ör to a (Council) formed by ministers, vvhich usually reflects the will-power of a single political party. Conseguently, in order to remove the lack of öemocracy with the European Parliament vvhich comes to povver via elections, the member of parlia¬ ments have tried and are stili trying to receive certain povvers from the Union's organisations ör at least have a share in the legislation initiative. in fact, they have succeeded to a certain extent. The Parliament vvhich was merely an advisory organ during the first years of its estab- lishment, today has certain povvers which it can exercise at the negotiations concerned vvith the cooperation and membership of third countries. The Parliament also has a say in the Union's budget and the appointment ör dismissal of the members of the Commission vvhich bears the initiative of legislation. in addition, recently it has been empovvered vvith the autho- rity to inspect the Union's other organisations and even the activities of member countries.While the European Parliament carries out these functions the people vvithin the Parliament who are from different countries and have different customs, language and views, have grouped around certain political vievvs. Even though the groups within the Parliament, which is supposed to represent the interests of the European Union, have a looser structure compared to their national counterparts, they have played an important role in both the Union and the Parliament. Undoubtedly, the Parliament will have an important impact on the f uture of the Union.
