Özet
Gelişimin hayatın her alanında hızla gerçekleştiği bir çağda devletler politikalarını bu hıza ayak uydurabilmeye yönelik yapmaktadırlar. Yönetici potansiyeline sahip, geleceğin lideri olan bireyleri yetiştirmek bir devletin geleceğine yapabileceği en büyük yatırım olacaktır. Buna yönelik olan eğitim politikaları üstün yetenekliler eğitimine büyük yer vermektedir. Türkiye'de Bilim ve Sanat Merkezleri üstün yetenekli bireylerin eğitimi için kurulmuş olan Milli Eğitim Bakanlığı'na bağlı bir kurumdur. Çalışmanın amacı, Elazığ Bilim ve Sanat merkezlerinin etkililiği ve işlevselliğinin belirlenmesidir. Araştırma, 2014-2015 eğitim-öğretim yılında Elazığ il merkezinde Bilim ve Sanat Merkez'ine devam eden öğrenciler, aynı dönemde merkezde görev yapmakta olan yönetici ve öğretmenler ile Elazığ Rehberlik ve Araştırma Merkezinde görev yapmakta olan uzman psikolojik danışmanlar üzerinde yürütülmüştür. Çalışmada nitel araştırma deseni kullanılmıştır. Verilerin analizinde ise N-Vivo 11 programından yararlanılmıştır. Yapılan analizlere göre üstün yetenekli öğrencileri tanılama sürecinde eksik yönler olduğu, uygulanan eğitim programlarına ilişkin etkinliklerin bazı yönlerle geliştirilmesi gerektiği, öğrencilerin örgün eğitimle beraber BİLSEM'e devam etmelerinin sıkıntı oluşturduğu ve devamsızlık problemlerinin yaşandığı, BİLSEM'in fiziki şartlarının bazı yönlerden yetersiz olduğu, BİLSEM ile veliler arasındaki iletişimde problemler yaşandığı sonuçlarına ulaşılmıştır.

In an era in which improving occurs in every field of life rapidly, the states construct their policies to keep pace with this rapidity. To train the individuals who have the potential of being administrators and leaders of the future is the greatest investment that a state will do for its future. The education policies devoted to this aim give great importance to the education of gifted and talented students. The Centers of Science and Art are the foundations that were founded to educate gifted and talented students and are related to The Ministry of Education. The aim of this study is to designate the effectiveness and functionality of The Centers of Science and Art. The study has been carried out on the students attended in The Center of Science and Art in Elazığ City Centre in 2014-2015 academic year, the administrators and the teachers working in the center in the same academic year, and the expert psychological counselors working in Elazığ Counseling and Research Center. Qualitative research pattern has been used in the study. To analyze the data, N-Vivo 11 has been used. According to the analyses carried out, it has been made out that there are deficiencies in the process to identify gifted and talented students, the activities related to the applied education programs should be developed in some aspects, attending the formal training and BİLSEM at the same time creates problems for students and they face with some absence rate problems, the physical conditions of BİLSEM are inadequate in some aspects, and there are some communication problems between BİLSEM and parents.
