SUMMARY ÖZLÜ, Abuzer Serdar, The Question of Domestic Security in the Prophetic Age of Islam (Asr al-Saada) M. A. thesis, supervised by pre fes s or Sabri Hizmetli, Submitted to The institute of Social Studies, Ankara University, 1995. The prophetic age is a Period of Islam taken as model by later generations of Muslim community the foundations of the islamic institutions were first laid at this age. Also, the principles concerning such instititutions emerged at the same period. The pre-Islamic age (Jahiliyya Period) was a time when a social disorder was dominant. The Islamic system that was introduced later, brought principles to end the existing disorder on the one hand, while putting those principles into practice through the practice (sunna) of the Prophet on the other. The first major practice of the prophet was the introduction of the Medinan Document through which a social consensus and a project of coexistence of different communities was achieved. Arrangements concerning the field of Justice, and institutions concerning public order like Hisba, Shurta, Asas, Mazalim were made to maintain public order and social security. Institutions concerning domestic security of the Muslim community were also introduced at the prophetic age which was dominated by the circumstances of wars. Thus, the institutions montioned naturally carried the traces relevant to the problems of wartimes. 184Inthe field of intelligence, arrangemants were introduced to establish and strenghten the Demostic security while foreigners could not be granted the rights for security and fre-emevement in pre-Islamic age, new arrangements were introduced to secure the protection of foreigners, lives and properties under similar rights that are provided to them by legal systems of today. Each of those arrangements introduced to the Muslim community at the prophetic time proved to have a revelutionary nature. The reason behind the success of islam in bringing peace and security in a short period of time to this vast geograhy previously dominated by social disorder and insecurity is found to have been that it attached utmost significance to the issue of domestic security and that it strictly put the principles concerning the issue under discussion. 185
