Gelecek kus?akların ihtiyac?larını kars?ılayabilme olanag?ından o?du?n vermeksizin gu?nu?mu?zdeki neslin ihtiyac?larını kars?ılayabilecek bir kalkınma modeli olan su?rdu?ru?lebilir kalkınma, 20. yu?zyılın son c?eyreg?inde du?nya gu?ndemine, 1990'larda imzalanan anlas?malarla global anlamda uygulanan bir kalkınma stratejisi konumuna gelmis?tir. Madencilik sekto?ru?nu?n gu?c?lu? ve dog?rudan, sosyal, c?evresel ve ekonomik etkileri mevcuttur. Madencilik dog?ası gereg?i c?evre u?zerinde negatif etkiler olus?turması ve sonlu bir kaynag?ı tu?ketmesinden dolayı, su?rdu?ru?lemez bir aktivite olarak deg?erlendirilmektedir. Ancak madencilikten elde edilen gelir, yeni teknolojilerin gelis?tirilmesi, sosyal yapının gelis?tirilmesi ve yeni madencilik sahalarının aras?tırılması gibi alanlara yatırım yapılırsa, madencilik su?rdu?ru?lebilir kalkınmaya pozitif katkı sag?layabilmektedir. Bu c?alıs?manın amacı Tu?rkiye'de madencilik sekto?ru?nu?n su?rdu?ru?lebilir kalkınmaya pozitif katkı sag?layıp sag?lamadıg?ını VAR (Vector Auto Regressive) model kurularak test etmektir. Etki- tepki fonksiyonuyla madencilik gelirinin madencilik dıs?ı gelir u?zerine uzun do?nem c?arpanı hesaplanmıs?tır. Su?rdu?ru?lebilir kalkınma kriteri olarak elde edilen c?arpanın hesaplanan su?rdu?ru?lebilirlik kriterinin minimum oldug?u yıldan daha yu?ksek olması gerekmektedir. C?alıs?mamızda 1989-2010 yılları arasındaki veriler kullanılıp, veri seti Tu?rkiye I?statistik Kurumundan elde edilmis?tir.

Defined as a development model, meeting the needs of today's generation without compromising the ability of future generations to meet their needs,“sustainable development”has entered in the global agenda towards the last quarter of 20th century and become a global implementation plan by the treaties signed at 1990s. Within framework of sustainable development requires ensuring compliance of a country's entire economic and social policies with the environment. The mining sector has strong and direct social, environmental and economic impact. The nature of mining processes creates a potential negative impact on environment and mining deplates finite resources therefore mining thought to be unsustainable but if derived income from mining is invested to alternative resources like as resarching new technology, social improvment, researching new mine side, mining would be provide positive contribution on sustainable development. A vector autoregression model (VAR) is estimated for Turkey mining sector. Using the impulse-response function, the long-run multiplier of mining income on GNP is calculated. The sustainability criterion developed in the thesis requires the the multiplier to exceed a minimum value. In this analysis, the model has been established by using the data for years 1989-2010 provided by Turkish Statistical Institute (TUIK).
