Özet
Bu tezin konusu ormancılıkta ara teknik eleman sorunudur. Son yıllarda ara teknik eleman eğitim ve istihdamı genellikle orman muhafaza memuru şeklinde olduğu için çözümlemeler de orman muhafaza memuru üzerinden yapılmıştır. Tezin başlıca amaçları; • Orman muhafaza memurlarının eğitimi, eğitimle ilgili yaşanan sorunlar ve bunlara yönelik çözüm önerilerinin belirlenmesi, • Ormancılık örgütlerinde görev yapmakta olan orman muhafaza memurlarının sorunlarının tespiti ve bunların çözümüne ilişkin önerilerin geliştirilmesi, • Orman İşletme şeflerinin orman muhafaza memurlarına bakış açısının belirlenmesi ve • Ormancılık örgütlerinin ara teknik eleman bakımından yaşadığı sorunlar ve bunlara yönelik çözüm yollarının ortaya koyulmasıdır. Çalışma kapsamında orman muhafa memuru eğitimi alan önlisans öğrencileri, fiilen çalışmakta olan orman muhafaza memurları ve orman mühendislerine yönelik anket çalışmaları yürütülmüştür. Araştırma sonucunda elde edilen bulgulara göre orman muhafaza memurlarının eğitimi, istihdamı ve çalışma koşulları bakımından önemli sorunlar bulunmaktadır. Bu sorunların ayrıntıları ve sorunların giderilmesine yönelik sunulan öneriler metin içinde verilmiştir.

The subject of this thesis is the intermediate technical staff problem at the forestry area. In the last years, the intermediate technical staff has been generally educated and employed as forest protection officer. So the analysis in the thesis had been done on the basis of forest protection officer. The main aims of the thesis are; • The education of forest protection officers, the problems through the education and the solution suggestions of these problems, • The determination of forest protection officers' problems who work at the forestry organizations and to enhance the solution suggestions of these problems, • The determination of the forest operation chiefs' viewpoint towards forest protection officers • The problems of forestry organizations in terms of forest protection officers and to execute the solutions The survey study had been conducted within the study through upper secondary education students who take forest protection officers education, forest protection officers who are employed and forest engineers. According to the findings of the study, there have been substantial problems in terms of Forest protection officers' education, employment and working conditions. The details and suggestions presented for the solutions of these problems have been explained in the thesis.
