Özet

Günümüzde bünyesinde birçok gayrimenkul bulunduran büyük özel ve kamu kurumlarının çoğu yeterli gayrimenkul yönetim sistemine ve politikasına sahip değildir. Kurumlar ihtiyaçlarına göre gayrimenkullerinin mevcut kullanım potansiyellerini incelememesi, etkili kullanım analizleri yapmaması ve konuma dayalı bir emlak yönetim sistemine sahip olmamasından dolayı birçok sorunla karşılaşmaktadırlar. Kurumlar amaçları doğrultusunda yeni işletme yerleri açma ihtiyacı duyarlar. Kamu kurumlarında bu amaç vatandaşların rahatı ve memnuniyeti düşünülürken, özel sektörde ise müşteri memnuniyetinden daha çok maliyet düşünülmektedir. Kurumlar işletmeleri için uygun yer tespiti yaparken öncelikli olarak ihtiyaçlarını ve yer tespitinde etkili olan faktörleri doğru tespit ederek, faktörlerin analizlerini yapması gerekmektedir. Maalesef pek çok kurum yer tespiti noktasında yeterli çalışma yapabilecek altyapıya sahip değildir. Bu tez çalışmasında, İstanbul'da birçok gayrimenkulü bulunan İGDAŞ şirketi seçilmiştir. İGDAŞ'ın gayrimenkul yönetimi ve yeni hizmet birimi açarken karşılaştığı problemlere en iyi şekilde çözüm bulabilmesi için Coğrafi Bilgi Sistemleri teknolojisine başvurulmuştur. Bu çalışmasında ilk olarak İGDAŞ bünyesindeki gayrimenkullerin mevcut durumu incelenmiş ve eksiklikler tespit edilmiştir. Coğrafi Bilgi Sistemleri teknolojisinden yararlanılarak İGDAŞ gayrimenkullerine ait veriler harita ortamına aktarılarak, hızlı ve etkin biçimde sorgulama, analiz ve değerlendirme yapılabilmesi için Emlak Bilgi Sistemi oluşturulmuştur. Tez çalışmasının ikinci kısmında, her geçen gün artan abone sayısı ile hizmet birimi sayısını arttıran İGDAŞ'ın tez kapsamında pilot bölge olarak seçilen Maltepe ilçesi sınırları içerisinde vezne açma ihtiyacı duyduğumda, vezne için en uygun yerin neresi olabileceği çalışması yapılmıştır. CBS teknolojisinden yararlanılarak çeşitli çevresel ve müşteri potansiyeli faktörleri göz önüne alınarak yapılan analizler sonucu uygun vezne yeri tespiti yapılmıştır.

Today, most of the large private and public entities containing many properties within their organization do not have a sufficient level of real estate management system and policies. These entities encounter many problems due to their failure to review the existing usage potential of the real properties, considering the needs of the institutions, to conduct effective usage analyses and, to have location based real estate management system The entities need to open new business places in line with their purposes. As the purpose of the public entities is to ensure convenience and satisfaction of the citizens, the private entities mostly consider the cost. As the entities determine suitable places for their business operations, they are required to determine their needs and the effective factors in selection of the location and conduct factor analyses. Unfortunately, many of the entities have no infrastructure sufficient to conduct required study in determination of the location. In this study, Istanbul Gas Distribution Company (IGDAS) is selected. IGDAS was established in 1986. Since its foundation, aim of IGDAS is to supply the public of Istanbul with clean burning natural gas and in order to establish and operate all infrastructural and related facilities for the utilization and purchase of natural gas. IGDAS is the largest natural gas distribution company in Istanbul, Turkey from the point of number of customers(5.9 million) and gas consumption(5.7 million m³). Istanbul Gas Distribution Company (IGDAS) is Europe's third largest natural gas distribution company. IGDAS uses a lot of technological methods to provide better service for customers. One of technological methods is IGABIS Infrastructural Data Processing System. In this system which is prepared using GIS technology, the locations, the streets, the buildings and all the intersection points relating to the natural gas network and the positions of the natural gas lines on the map are displayed with coordinates. IGDAS uses IGABIS project in coordination with the internal and other institutions for better control and analyze natural gas infrastructure projects. IGABIS project is being renewed from day to day. Online Map application was activated in May 2014. In the subsequent 984-day period, an average of 160 distinct users logged in to the Online Map application. These maps applications enable access to natural gas network maps, address information system, ISKI maps and other custom maps. IGABIS mobile application was opened in July 2014, this mobile application enables online access from cell phones to data. Up to today, 658 distinct users have logged into mobile application; the estimated daily number of users is 45. In this study, IGDAS with many real properties in Istanbul is selected. The Geographical Information Systems technology is utilized for finding the best solution to each of the problems encountered by IGDAS in real estate management and opening of a new service unit. In this study, the existing situation of the real properties in IGDAS was first reviewed and deficiencies have been determined. IGDAS serves with 3 regional directorates, 10 service buildings, 31 network buildings and 70 cash desk in 39 districts. These service units are located in three different regions of Istanbul. These regions are called as Avrupa, Istanbul and Anatolia. Due to the increasing number of service units, it was necessary to classify the service units according to their intended use, region and ownership status. After surveys and studies, it was realized that IGDAS needs real estate information system based on GIS. GIS technology provides companies containing many properties effective management of existing real estate and record data of real estate based on their location. The data related to the real properties of IGDAS was transferred to the maps by using the Geographical Information Systems technology, and the Real Estate Information System has been established for conduct of effective query, analysis and evaluation. IGDAS has 74 cash desk within the provincial borders of Istanbul. Cash desk are used by customers who do not pay bills over the internet. In line with the requests from customers, new cash desk are opened in various regions. IGDAS does not have a system that can assess the effect of environmental and spatial factors while performing a ground detection work for cash desk to be opened. In the second part of the thesis, a study was conducted to find out the most proper location for cash desk, where IGDAS, which has increased the number of its service units in line with the increasing number of subscribers, will need to open a cash desk within Maltepe district selected as the pilot region in thesis. A total of 7 factors were used to determination of proper location for cash desk. These factors were determined positional information based on IGDAS cash desk opening criteria. These factors; customer potential, distance to main roads, distance to rail systems, distance to malls, distance to existing cash desk, distance to state institutions and distance to cash desks of other institutions. These factors were assessed taking into account the spatial and environmental impacts. The evaluation was made by assigning 1-10 values for each factor. Only the customer potential factor was valued between 1-14. After separate analysis for each factor was performed, reclassification was performed between 1-10 values according to the effect rates of the factors. The suitable location for new Maltepe cash desk has been determined as a result of the analyses considering various environmental and customer potential factors by using the GIS technology. Working of determination of proper location for cash desk using GIS technology is an example of the other service units of IGDAS. Especially this technology can be used for network units. Location for network units is of great importance because the employees of network units need to reach the notification address within 15 minutes after the natural gas emergency call is received.
