Özet
Özellikle birçok amacın olduğu işletmeler için karar verme süreci oldukça önemlidir. Bu aşamada en önemli etken modelin kurulmasıdır. Doğrusal programlamada amaç fonksiyonu tek hedefe odaklanırken hedef programlamada birbirleriyle çelişik birden fazla hedef bulunmaktadır. Çalışmada ulaştırma modeli temel alınarak hedef programlama kullanımı ile taşıma problemlerine alternatif bir çözüm bulma amaçlanmıştır. Bu amaç için ilk aşamada Ülkemizde Çimento sektöründe faaliyet gösteren fabrikalardan talep noktalarına olan dağıtım temel problem olarak ele alınmıştır. Ulaştırma modeli oluşturulurken her bir bölgenin coğrafi olarak bir şehri merkez alınarak arz ve talep noktaları coğrafi bölgeler olarak tespit edilmiştir. Marmara Bölgesi İstanbul, Ege Bölgesi İzmir, Akdeniz Bölgesi Antalya, İç Anadolu Bölgesi Ankara, Karadeniz Bölgesi Samsun, Doğu Anadolu Bölgesi Van ve Güneydoğu Anadolu Bölgesi Şanlıurfa şehirleri ile temsil edilmiştir. Çalışmada Coğrafi bölgeler için kurulan ulaştırma modelinden yararlanılarak optimum dağıtım elde edilmiştir. İkinci aşamada ise birinci aşamadaki sonuçlara dayalı olarak toplam maliyeti minimize etmek ve arz merkezlerinden talep merkezlerine gönderilecek toplam mal miktarı olan çimento miktarının da toplam talep ya da arz miktarlarına eşit olması biçiminde iki hedef belirlenerek bu hedeflerin gerçekleşip gerçekleşmeyecekleri hedef programlama kapsamında değerlendirilmiştir. Sonuçta WinQSB paket programıyla elde edilen bulgulara göre her iki hedefin de sağlandığı görülmüştür.

The decision making process is particularly important for businesses with many purposes. The most important factor in this phase is the establishment of a model. In linear programming, while the objective function is focused on a single target, there are more than one goals contradictory to each other in the target program. It is aimed to find an alternative solution to transportation problems by using goal programming based on transportation model. For this purpose, the distribution to the demand points from the factories operating in the cement sector in the first stage in our country is considered as the basic problem. While the transportation model was established, each region was geographically located as a city center and the supply and demand points were determined as geographical regions. Marmara Region Istanbul, Aegean Region İzmir, Mediterranean Region Antalya, Central Anatolia Region Ankara, Black Sea Region Samsun, Eastern Anatolia Region Van and Southeastern Anatolia Region Şanlıurfa. In the study, optimal distribution was obtained by using the transportation model established for the geographical regions. In the second stage, based on the results of the first stage, the targets were determined to be achieved by determining two targets: minimizing the total cost and ensuring that the amount of cement, which is the total amount of goods sent from the supply centers to the demand centers, is equal to the total demand or supply. As a result, WinQSB showed that both targets were provided according to the findings obtained with the package program.
