Özet
2008 krizi çıktığında etkileri sadece çıkış merkezinde kalmamış geniş bir alana yayılmıştı. Başlangıçta finansın krizi olarak tanımlanan kriz, reel sektörün, toplumların, devletlerin ve maliyenin krizini de beraberinde getirmiştir. Krizin bu denli yayılması ise nedenlerini, etkilerini ve küresel ölçekte uygulanan politikaları tartışmaya açmıştır. Kriz sürecinde para politikasının tek başına yetersizliği açığa çıkmış ve maliye politikasına verilen önem artmıştır. Bu çalışmada, OECD ülkeleri üzerinden krizin nedenleri birinci bölümde, etkileri üzerinden bir değerlendirme ikinci bölümde, o günden bugüne uygulanan maliye politikalarının dönüşümü ise üçüncü bölümde literatürdeki farklı yaklaşımlarla incelenecektir. Son bölümde ise krizden bugüne gelinen noktada krizin nedenleri, etkileri ve uygulanan politikalar üzerinden eleştirel bir yaklaşımla maliye politikasına dair öneriler değerlendirilecektir.

When 2008 crisis happened, its' effects did not only stay in the center but spreaded to a wide area. Although in the beginning it is defined as the crises of the finance, it's results change the definition to the crises of reel sector, societies, governments and public finance. Because of this expansion; the reasons, effects and implemented global policies become the dominant discussion subjects. During the aleviation period of the crises as the expansinary monetary policies could not tackle with the problem, the fiscal policy becomes prominent. This study aims to analyze the different perspectives of the literature about the reasons of the crises in the first part and the results of it in the second part for OECD countries. In the third part, rotation and the steps of the fiscal policies are tried to be examined since the crises. In the last part, fiscal policies will be evaluated from crises to today, in the light of the reasons, effects and fiscal steps, on addressing problems with suggestions and critics at this stage.
