Natural gas with its gradually increasing importance is a vital policy matter for all countries in the world. While natural gas rich countries try to improve a policy to attract sufficient investments to enhance their natural gas industry and thus utilise the economic returns of their natural gas reserves, others which are energy thirsty countries seek to expand the advantages of environmentally friendly and cheap natural gas to electricity generators, houses with cooking and heating needs and industrial users for energy. Turkey as an energy thirsty country has always sought to improve a natural gas policy in order to access adequate and affordable external natural gas sources since 1980s. Upon the advice of the IMF and within the context of the EU accession period, Turkey adopted the liberalisation policy in its natural gas market with the Natural Gas Market Law (NGML) in 2001. The NGML aimed to break BOTAS's market monopoly in order to establish a competitive natural gas market. However, the liberalisation process of the Turkish natural gas market has encountered two serious challenges: 1) The Gas Release Programme and 2) Security of natural gas supply. The basic reason for these challenges was the poor structure of the liberalisation process. This dissertation basically deals with the issue of liberalisation and its consequences in the Turkish natural gas market. In this dissertation, first of all, the demand and supply structures of the Turkish natural gas market are handled. Then, the market structure created by the NGML is analysed. Following this chapter, the challenges mentioned above is examined and finally some possible solutions are offered under Chapter 4 and Chapter 5.
