Özet

Louis Althusser'in Devletin İdeolojik Aygıtları kuramı, ideoloji çalışmalarına yeni bir boyut kazandırmıştır. Bu çalışma da, iletişim araçlarını kültürel ve ideolojik aygıtlar olarak gören Devletin İdeolojik Aygıtları kuramına dayanmaktadır. Türkiye Radyo Televizyon Kurumu, gerek özerk yapısı, gerekse üstlendiği kamu hizmeti yayıncılığı misyonu ile her dönemde birçok siyasal ve ideolojik tartışmanın odağında yer almıştır. Araştırma bu noktada, tarafsız ve özerk olması gereken Türkiye Radyo Televizyon Kurumu tarafından düzenlenen“Uluslararası TRT Belgesel Ödülleri”ne odaklanmaktadır. Araştırmada Althusser'in görüşü çerçevesinde, Uluslararası TRT Belgesel Ödülleri'nin devletin kültürel ideolojik aygıtı olması işlevi incelenmektedir. Film festivallerinin işlevlerinin Althusser'ci kültürel ideoloji açısından değerlendirildiği kayda değer bir çalışma bulunmaması nedeniyle araştırmanın alana katkı sunduğu öngörülmektedir. Bu nedenle araştırma, hem film festivallerinin ideolojik işlevini irdelemesi hem de özelde Uluslararası TRT Belgesel Ödülleri'nin devletin kültürel ideolojik aygıtı olarak işlevini sorgulaması bakımından önem arz etmektedir. Araştırmanın örneklemini, 2009-2018 yılları arasında“Ulusal Amatör”,“Ulusal Öğrenci Filmleri”kategorilerinde ödüle değer bulunan 41 filmden 39'u oluşturmaktadır. Filmler içerik analizi yöntemi ile 24 kategori (tema) ve 141 kod kullanılarak analiz edilmiştir. Araştırma sonucunda; TRT Belgesel Ödülleri'nde ödül alan filmlerin devletin politikaları ile uyumlu olduğu ve yarışmanın devletin kültürel ideolojik aygıtı işlevi gördüğü söylenebilmektedir.

Louis Althusser's theory of the State's Ideological Apparatuses has given a new dimension to ideological studies. This study is based on the theory of the State's Ideological Apparatuses, which sees the means of communication as cultural and ideological devices. Turkey Radio and Television Corporation, both autonomous structure is located at the center of many political and ideological debates in each period with the public service broadcasting mission as well as undertake. Research is focused to“International TRT Documentary Awards”which organized by what should be impartial and autonomous Turkey Radio and Television Corporation, at this point. Within the framework of Althusser's view, the study examines the function of the International TRT Documentary Awards as a cultural ideological apparatuse of the state. The lack of a valuable study of the functioning of film festivals in terms of Althusserian cultural ideology leads to research and development. For this reason, the research is important both for examining the ideological function of the film festivals and for questioning the function of the International TRT Documentary Awards as the state's cultural ideological apparatus. The sample of the research constitutes 39 out of 41 films, which are worthy of being categorized as“National Amateur”and“National Student Films”between 2009-2018. The films were analyzed using content analysis method using 24 categories (theme) and 141 codes. As a result of the research; It can be argued that the films awarded at the TRT Documentary Awards are in harmony with the policies of the state and that the judge has acted as the cultural ideological apparatus of the state.
