Özet
Bu çalışmanın amacı, 2011'de Suriye'de başlayan iç çatışmayla beraber ülkemize sığınan Suriyeli çocukların eğitim haklarını etkin kullanmalarına imkan tanıyan düzenlemelerin ve faaliyetlerin incelenmesidir. Özellikle bu hakkın etkin kullanımı adına uluslararası desteğin önemli bir yansıması olarak yürütülen PICTES Projesi, değerlendirilmeye alınmaktadır. Suriyeli çocukların dil öğrenme ve uyum süreçlerini arttırarak devlet okullarına geçiş ve okullaşma oranlarının arttırılması amaçlarına hizmet eden projenin, hem katkıları hem de sorun alanları ortaya konmaya çalışılmaktadır. Bunun desteklenmesi adına eğitim hakkının kapsamı ve devletlerin pozitif yükümlülükleri, ulusal ve uluslararası yasal düzenlemeler ışığında ortaya konmaya çalışılmış ve Suriyeli çocukların Türk eğitim sistemine entegrasyonunu hedefleyen PICTES Projesi olmak üzere, şu ana dek Suriyeli çocuklara yönelik gerçekleştirilen eğitim faaliyetleri, eğitim hakkı bağlamında değerlendirilmeye alınmıştır.

The aim of this study is to inquire into arrangements and acitivities which made possible to protect the right to education of the Syrian children, who became refugees in our country since the international conflicts started in Syria in 2011. In this regard the“PICTES Project”, as an important reflection of international support, is being assessed in this study which attempts to put forward the contribution of this project to the education of these children as well as the problems faced in this education. This PICTES Project has an important role in the education of Syrian children, since it is ensuring language learning and increasing their adaptation. It also increases the rates of transition of Syrian children to public schools. For this aim the attempt is made to put forward the scope of the right to education and the positive obligations of the states in the light of national and international law. Thus educational activities for Syrian children, especially the Pictes Project, which aims at integrating Syrian children into the Turkish education system, have been evaluated in the light of the right to education.
