Özet
Bu çalışma, Milli Eğitim Bakanlığı Ortaöğretim Kurumları Yönetmeliği'ne bağlı ve resmî olarak eğitim veren ortaöğretim kurumlarında çalışan eğitim yöneticilerinin, etik açıdan algı, davranış ve özelliklerini belirleme ve açıklama amacıyla oluşturulmuştur. Aynı zamanda bu bulguların, öğretmen ve öğrenciler tarafından nasıl algılandığını açıklama amacını taşımıştır. Eğitim yöneticileri kavramı, bütünsel bir bakışla, tanımlama ve yorumlama çalışmaları kapsamında incelenmiştir. Saptanan eğitim yöneticileri etik normlarının, öğretmen ve öğrenciler açısından nasıl bir algı içerisinde değerlendirildiği, konumuz çalışmalarının özünü oluşturur. Eğitimde ve eğitim yönetiminde, bağdaştırıcı ve birleştirici özelliği olan“etik”kavramı; ilkeleri içerisinde“olumlu”, ilkeleri dışında“olumsuz”parametreler ortaya çıkarmaktadır. Başka bir ifadeyle; eğitim aşamaları ve yönetimleri sırasında uygulanan etik dışı davranış ve tutumlar, öğretmen ve öğrenciler üzerinde olumsuz sonuçlar doğurmaktadır. Etik ilkeler, toplumlar arası değişkenlik gösterdiği gibi; bireyler arası değişkelere de sahip özellikler taşır. Çalışmamız içerisinde, kabul gören etik ilkeler konusunda oluşturulmuş yaklaşım ve kuramlar ile“etik”kavramının farklı boyutları ele alınır. Ortaöğretim kurumlarında görev alan eğitim yöneticileri hakkındaki etik görüşler araştırılırken; nitel bir araştırma tekniği ile nesnel bir sonuç elde edilmiştir. Konuya nitel bir yaklaşım gösterilerek, ilgili öğrenci ve öğretmenlere yönelik araştırmacı tarafından oluşturulan sorular ile eğitim yöneticilerinin ve öğretmenlerin etik davranışları hakkında farklı sonuç ve bulgular yakalanmaya çalışılmıştır. Çalışmada; öğrenci ve öğretmenlerin, eğitim yöneticileri ve etik yaklaşımları hakkındaki görüşlerini ele alan nitel araştırma yöntemi mülakat tekniği olmaktadır. Dolayısıyla öğrenci ve öğretmenlerin etik algıları, kimliksel özellikleri ile bağdaştırılarak, mülakat tekniği üzerinden yorumlanmaya çalışılmıştır. Araştırma için öngörülen nitel çalışmalarda, öğrencilerin kişisel bilgilerinin, etik algıları üzerinde önemli bir etken teşkil ettiğini görmekteyiz. Mülakat tekniğinin sonucunda öğrenci ve öğretmenlerin; hem öğretmenler hem de eğitim yöneticileri hakkındaki etik olan ve olmayan davranışlar belirlenmiştir.

This study aim was designed to identify and explain the ethical perception, behavior and characteristics of the education administrators working in secondary education institutions that are officially affiliated to the Regulation on the Secondary Education Institutions of the Ministry of National Education. At the same time, the findings were intended to explain how teachers and students perceive these findings.The concept of“education administrators”is described in a holistic view, within the context of“identification”and“interpretation”studies. The perception of the ethical norms of the educated managers in terms of the teachers and the students is the essence of their positional studies. The concept of“ethics”, which is a synergistic and unifying feature in education and in the management of education;“positive”in the principles, and“negative”parameters outside the principles. In other words; the unethical behaviors and attitudes applied during the education phases and administration shave negative consequences on teachers and students. The ethical principles show inter-community variability, There are also features that have variation between individuals. Within our study, the approaches and theories about accepted ethical principles and the different dimensions of the concept of“ethics”are addressed. While investigating the ethical opinions about the education administrators in secondary education institutions, it has been tried to obtain an objective result with a qualitative research technique. By showing a qualitative approach to the topic, it was tried to get different results and findings about the questions created by the researcher for the students and teachers and the ethical behaviors of the education administrators and the teachers. In this study; qualitative research method is an interview technique which takes the opinions of students and teachers about education managers and ethical approaches. Therefore, students' and teachers' ethical perceptions have been tried to be interpreted through the interview technique in relation to their identity characteristics. In the qualitative studies foreseen for the research, we see that the personal information of the students constitutes an important factor on the ethical perceptions. As a result of the interview technique, students and teachers; ethical and non-ethical behaviors concerning both teachers and education administrators have been determined.
