Özet
İktisat ve sosyal bilimler, geçen yüzyılların ve çeşitli kırılmaların yol açtığı dönüşümlerle birlikte iktisadi düşünce tarihini güçlendirdiği gibi, zamanla yeni iktisat okullarının ortaya çıkmasına da yol açmaktadır. Bu dönüşümün beraberinde getirdiği kurumsal iktisat okulunun odak noktası kurumlar üzerinde şekillenmektedir. Değişime karşı direncin unsurları haline gelebilen formel ve enformel kurumlar, iktisadi aktörler ve toplumsal gruplar arasındaki ilişkilerin gelecek yüzyıllara ve kuşaklara aktarılmasında da rol oynamaktadır. Aynı zamanda günümüzde toplumsal yapı, kurumsal değişim, sosyal politika, sosyal yardım gibi birden fazla toplumsal sorunu kurumlar aracığıyla değerlendirmek mümkün görünmektedir. Önemle vurgulanması gereken konulardan birisi, sosyal ve ekonomik olarak geniş bir bakış açısı ile değerlendirilerek oluşturulan ve toplumu, sosyal yapıyı şekillendirme özelliği bulunan kurumların iyi analiz edilmesidir. Dünyada küreselleşmeyle birlikte gelişen olayların ekonomik yapıyı hızlı bir biçimde değiştirmesi ve bu değişimin içinde yaşanılan toplum yapısına aynı hızda etki ettiği ve günümüzün geç sanayileşen toplumlarında kurumların, sosyal yardım ve kurumsal değişim etkilerinin değerlendirilmeleri ciddi önem taşımaktadır. Bu gelişmeler ışığında, kurumsal iktisat perspektifinden kurumsal değişim sürecinde Türkiye deneyimleri bağlamında sosyal yardımların kurumsal değişime etkileri değerlendirilecektir.

As economies and social sciences have strengthened the history of economic thought with the transformations caused by the past centuries and various breaks, it also leads to the emergence of new economics schools over time. The focus of the institutional economics school, which this transformation brings, is shaped by the institutions. The formal and informal institutions that can become elements of resistance to change also play a role in transferring the relations between economic actors and social groups to the next centuries and generations. It is possible to evaluate more than one social problem such as social structure, institutional change, social policy and social assistance through institutions. One of the issues that must be emphasized is the good analysis of the institutions which are formed by evaluating the social and economic perspective with a wide perspective and which shape the society and social structure. It is of great importance that the events in the world, together with the globalization, change the economic structure rapidly and that this change affects the social structure experienced in the same pace and the effects of the institutions, social assistance and institutional change in the late industrializing societies of today. In the light of these developments, from the perspective of institutional economics, the effects of social assistance on institutional change will be evaluated in the context of Turkey's experiences in the process of institutional change.
