Özet
“Kayseri'de Parlamento Seçimleri ve Siyaset (1877-1943)”adlı çalışma, birinci Meşrutiyet döneminde başlayan 1877 parlamento seçimlerinden tek-parti döneminin son seçimleri olan 1943 intihabatına değin olan Kayseri şehrinin siyasi durumunu ve seçim faaliyetlerini kendisine konu edinmektedir. Bu çalışmada 1877-1943 yılları arasında gerçekleşen Meclis-i Mebusan ve sonrasındaki TBMM seçimlerinin genel tarihi, oluşan meclislerin yapısı ve dönemin umumi siyasi olayları her seçim döneminde anlatılmaya çalışılmıştır. Seçimlerin Kayseri yerelinde nasıl tezahür ettiği, ne şartlarda gerçekleştiği, şehirdeki siyasi olaylar ve karakterler, meclise seçilmiş vekiller ve bu vekillerin özgeçmişleri ile meclis faaliyetleri, şehirdeki siyasi teşkilatlanmalar ve şehrin siyasete bakışının ortaya konulması amaçlanmıştır. Çalışmada, Kayseri'deki seçimler ve siyasi hayat iki ana başlık altında incelemiştir. İlk bölümde tek parti öncesi dönem ele alınmış, 1877 Meclis-i Mebusan seçimlerinden başlayarak İkinci Meşrutiyet ve buradaki dört seçim ile Milli Mücadele dönemindeki iki parlamento seçimi ayrıntılarıyla ortaya konulmuştur. İkinci bölümde ise Türkiye Cumhuriyeti'nin kurulması sonrasındaki tek parti dönemi ve bu dönemin siyasi hükümranı olan Cumhuriyet Halk Partisi teşkilatının Kayseri'deki yapısı ile bu dönem boyunca gerçekleştirilmiş beş seçim devresi incelenmiştir. İncelenen tüm bu seçim dönemlerinde özellikle tek parti dönemi Cumhuriyet Halk Partisi Kayseri teşkilatı ayrıntılı bir şekilde ortaya konulmuştur. Her seçim dönemi kendi içerisinde tek tek ele alınıp seçime gidiliş şekli ve sebepleri, uygulanan seçim kanunları ve seçim pratiği, seçimlerin sonuçları ve tartışmalar, meclisin genel yapısı ve bu yapı içerisinde Kayseri mebuslarının durumu ortaya konulmuştur. Böylelikle Kayseri şehrinin 66 yıllık parlamento seçim tarihi ve siyaseti detaylı bir şekilde betimlenmiştir.

The study titled“Parliamentary Elections and Politics in Kayseri (1877-1943)”discusses the political status and election activities in the province of Kayseri from the 1877 parliamentary elections that started in the First Constitutional Monarchy period to the 1943 elections which were the last elections in the single-party period. This study aims to describe the general history of the elections in the period of 1877-1943 including the First Turkish Parliament (Meclis-i Mebusan) and the elections for the Grand National Assembly of Turkey (TBMM), the general structure of the parliaments that were formed and the public political events of the period based on each election period. It is aimed to reveal how these periods where significant political events happened were experienced in the locality of Kayseri, in which conditions these elections were held, the political events and figures in the city, deputies that were elected for the parliament, the biographies and parliamentary activities of these deputies, political organizations in the city and the point of view of the city on politics. The study discusses the elections and political life in Kayseri under two main categories. The first part is concerned with the period before the single-party era and provides a detailed description starting with the 1877 Meclis-i Mebusan elections and including the Second Constitutional Monarchy period with four elections and the National Struggle period with two parliamentary elections. The second part discusses the single-party era after the establishment of the Republican People's Party, which was the political power in the period, the Party's organizational structure in Kayseri and the five election periods experienced in this process. Among all these studied election periods, especially the organizational structure of the Republican People's Party in Kayseri in the single-party period is presented in detail. Each election period is individually discussed, and the form of and reasons for elections, the electoral laws and practices that were applied, the outcomes of the elections and debates, the general structure of the parliament and the status of Kayseri deputies in these structures are presented. Hence, the 66-year history of the parliamentary elections and politics in the province of Kayseri are described in detail.
