Özet
Afrika Kıtası tarih boyunca birçok imparatorluklara, yüksek medeniyetlere ev sahipliği yapmıştır. 19. yüzyılda sanayi devrimi ile birlikte Avrupa ülkelerinin çalışacak insan gücünü temin etmek için Kuzey ve Batı Afrika'dan başlayarak, güneye ve daha sonra doğu Afrika'ya kadar köle ticareti başlatarak tüm yetişkin erkek neslini Avrupa ve Amerika Kıtası'na nakletmesi, ardından uzun yıllar süren sömürge sistemini oluşturması Afrika Kıtası'nın tüm toplumsal dinamiklerini, sosyal ve kültürel dokusunu, inançlarını, kadim geleneklerini yıkmıştır. Bu çalışmada, Sahra Altı Ülkelerinden olan Nijer'in başkenti Niamey'de mevcut öğretmenlerin nitelik ve yeterliklerini ölçmek ve bu doğrultuda eksik bulunan yeterlikleri hizmet içi eğitimler ile tamamlamak, bunun yanında üniversitelerde yeni yetiştirilen öğretmenlerin daha donanımlı ve yeterliği yüksek olarak mezun olabilmeleri için üniversite yönetimine yeni bölümler, dersler ve yeni içerikler hazırlayabilmelerinde yol gösterici öneriler sunabilmek ve Nijer eğitim sistemine hediye etmek üzere ' Öğretmen Yeterlik Ölçeği' geliştirilmiştir. Öncelikle 70 maddelik madde havuzu oluşturulmuş ardından bu maddeler 10 kişilik uzman görüşüne sunulmuş ve Lawshe KGO ve KGİ analizleri yapılmıştır.Elde edilen 52 maddelik ölçek aday formu okul yöneticileri tarafından 20 kişilik öğretmen üzerinde pilot uygulama yapılmış olup sonrasında yapı geçerliği çalışmalarında direk Oblimin döndürme işlemi ile toplam varyansın %69.13'ünü açıklayan 7 faktörlü bir yapı elde edilmiştir.Ölçeğin güvenirlik işlemleri için yapılan analizler sonucunda , Cronbach alpha değerleri alt boyutlar için αmin=.825 ile αmax=.933 arasında, toplam için ise bu değer αtop=.980 olarak hesaplanmıştır.Son olarak oluşan 7 alt boyut ölçtükleri ortak yeterlilik baz alınarak isimlendirilmiş ve ölçeğe son hali verilmiştir.

The African Continent has registered the arrivals of several empires and civilization throughout history.In The 18.th century,with the industrial revolution, European countries started the slave trade from South to East Africa, in order provide themselves with manpower.In this proceses, the young generation of Africa has been taken out for Europe and America's seek.Emptying Africa from this generation and the long-standing colonial system have destroyed all the social dynamics, social and cultural fabric, , beliefs and ancient traditions of African continent. European Countries have shared the African countries among them selves in the most appropriate way to their interests and have left theme under military, political and social pressure.Almost all of the countries,which seem to have achieved independence, are still militarily and politically subjugated by European countries and have not been able to achieve their freedom in the right way.All the African's underground and surface mineral ressources, qualified manpower and tourism centers which are suposed to sustain its economy countries such as America, China, Japan, especially European states. The fact that African Continent, which is extremely rich and watery lands, whit underground and surface mineral ressources and has extraordinary tourism centers and The Africans who are the right owners of the continent are forced tol ive in povert and misery is not unacceptable by human rights. Today, especially in Sub-Saharan Countries, new generations are growing; their language, culture,beliefs have been altered, their education rights are restricted,they are brought to the stage of losing their own self,they connotthink freely, and they are transformed into individuals in order to abolish this wicked system and set Africans free from outside presure that keeps them under extreme poverty, the most important thing to do is the improvement of Education system and which van be achieved by training qualified teachers. In this study, it is necessary to measure the qualifications and abilities of the current teachers in Niamey, the capital of Niger, which is one of The Sub-Saharan Countries.By the same time, this study is a gift to the Education system of Niger which is going to help the newly-trained teachers in the universities to be able to graduate as higher equipped.It is also going to allow universities to open new departments and offer new lessons and contents. So, Teacher's Qualifications Scale was developed in order to enhence the education system in Niger and to shape the planning of.sections, lessons and new contents.
