Özet (Çeviri)

After China launched the Belt and Road Initiative in 2013, this initiative has attracted worldwide attention. As of August 2017, 69 countries and international organizations signed Belt and Road cooperation agreements with China. The main reason why they have joined the Belt and Road Initiative is they believe that they are expected to improve their transportat infrastructure to receive economic benefits. There is a close relationship between the increase in the connectivity in China and its economic development. After China launched the first high-speed railway line in 2008, its high-speed railway network reached 22,000 km by the end of 2006. With the increase of China's infrastructure investment, the less-developed areas in China started to develop mainly due to the increase in the high-speed railway network. One of the main components of the Belt and Road Initiative is building infrastructure to enhance connectivity. At the same time, one of the biggest problems facing the economic development of most countries along the Belt and Road is the lack of connectivity. I believe that under the Belt and Road Initiative's framework, the countries of Eurasia can jointly enhance the interconnection of railways, especially high-speed railways. The region around Turkey, including Middle East, South Caucasus and Central-Eastern Europe constitute the key link between China and Western Europe. Two corridors in the Silk Road Economic Belt namely; the Middle Corridor and China-Central Asia-West Asia Economic Corridor pass through this region. Turkey proposed the Middle Corridor Initiative in 2014 and Turkey hopes to become one of the key countries in the Belt and Road Initiative. Xi Jinping emphasized at the opening ceremony of the Belt and Road Forum for International Cooperation that China will strengthen coordination with relevant national policy initiatives, including Turkey's Middle Corridor Initiative. Turkey wants to jointly build the Istanbul - Edirne corridor with China and the European Union. Under such a circumstance Turkey, Bulgaria, Romania, and Hungary will become part of the Trans - European Transportation Network (TEN-T) Orient/East-Med Corridor, which also can become an important part of the Belt and Road Initiative. The Middle Corridor is linked to the Trans - European Transportation Network Orient/East-Med Corridor after ending at the Turkish - Bulgarian border. China and 16 Central and Eastern European countries have established the“16+1 cooperation”mechanism. Under the framework of this mechanism, the Middle Corridor and the Trans - European Transportation Network Orient/East-Med Corridor can be connected. In this way, shortest route between China and Western Europe can be established. On the other hand, the Middle Corridor and the China - Central Asia - West Asia Economic Corridor also face many challenges, such as the lack of coordination of cross-border investment, different construction and technical standards, different administrative procedures, and huge investment demand for transport infrastructure. In addition to those, unifying the track standard is a big challenge. The gauge of the former Soviet Union countries (Azerbaijan, Georgia) is 1,520 mm, and that of Turkey and the European Union is 1,435 mm. When trains arrive at the border town of Georgia, they must change gauge, which may create bottlenecks. This problem is not only the challenge of the Middle Corridor and the China - Central Asia - West Asia Economic Corridor. All the corridors under the Belt and Road Initiative have the same problem because the railway gauges of the former Soviet Union countries such as Russia, Central Asian countries and South Caucasus countries, etc…do not have the same length as the railway gauges of other countries along the Belt and Road Initiative. It's fair to state that since the interests of Turkey, China, Iran, South Caucasus countries, Central and Eastern European countries are aligned, all countries can cooperate to jointly to build the Middle Corridor and the China - Central Asia - West Asia Economic Corridor of the Belt and Road Initiative and link them with the Trans - European Transportation Network Orient/East-Med Corridor. This cooperation most probably will bring economic development to many Eurasian countries.
