Özet
David Hume (1711-1776), tarihin en önemli filozoflardan biri olarak kabul edilse de, gerek ülkemizde gerekse yurt dışında, çok az kimse tarafından bir siyaset kuramcısı olarak değerlendirilir. D. Hume, siyaset felsefesi üzerine yazılan tarih kitaplarında ya çok az dikkate alınmış ya da siyaset düşüncesi tarihi açısından tamamen göz ardı edilmiştir. Hume'un felsefesinin, onun siyaset düşüncesinden bağımsız olarak ele alınıp değerlendirilmesi bize göre mümkün değildir. Bu çalışmanın temel amacı, daha çok bilgi, ahlâk, din kuramlarıyla tanınan, ancak siyaset söz konusu olduğunda da göz ardı edilemeyecek çeşitli tartışmalara katıldığı bilinen D. Hume'un felsefesinin bu yönünü tanıtmaktır. Hume'un siyaset kuramı temelde: adalet, temel haklar, mülkiyet, sözleşme, yükümlülük, toplum, devlet, özgürlük kavramları ve bu kavramların birbirleriyle olan ilişkileri bağlamında şekillenen bir içeriğe sahiptir. Bu kavramlar çerçevesinde hak ve özgürlüklerin temeli, toplumun ve siyasi otoritenin ne olduğu, toplum ve devlet arasındaki ilişkinin mahiyeti, mülkiyet bakımından güçlü olan ile siyasi otoriteyi temsil arasında bir ilişkinin olup olmadığı, adil bir toplumsal düzenin inşasında ve istikrarında devletin işlevinin neler olduğu v.b. gibi problemlerin Hume tarafından nasıl ele alınıp değerlendirildiğini açıklayarak, filozofumuzun ihmal edilen bu yönünün Türkiye'nin felsefi gündeminde daha canlı tutulmasını sağlamak araştırmamızın bir başka önemli amacıdır. Bu çalışmanın bir başka amacı ise Hume'un bilgi, ahlâk, toplum, devlet anlayışları ile siyaset görüşleri arasındaki bağlantıları filozofumuzun görüşleri çerçevesinde ortaya koymaktır. Bu amaçlara ulaşabilmek için, öncelikle filozofumuzun içine doğduğu ve düşüncelerini oluşturmasındaki etkisi bakımından on sekizinci yüzyılda tartışılan felsefi problemleri ve dönemin siyasi olaylarını ayrıntılı bir şekilde ele alarak, filozofumuzun insan doğası üzerine temellendirdiği bilgi, ahlâk ve siyaset anlayışı ve bunlar arasındaki ilişkileri daha açık kılmaya odaklandık. Sonuç olarak, Hume'un siyaset kuramını açıklayarak ve onun bu konudaki önemini belirterek amacımızı gerçekleştirmeye çalıştık.

Although David Hume is regarded as one of the most important philosophers in history, his being a political theorist is considered less prominent both in our country as well as abroad. D. Hume has either been received relatively little attention in the historical books written upon political philosophy, or has been completely ignored in the history of political thought. However, in our opinion, it is not possible for Hume's philosophy to be considered and evaluated independently of his political thought. The main purpose of this study is to introduce this political aspect of D. Hume's philosophy who is better known for his theories on knowledge, ethics, and religion, but has also participated in various debates that cannot be ignored in the case of politics. Hume's political theory is based on the concepts of justice, fundamental rights, property, contract, obligation, society, government, liberty and the interrelations of these concepts. Within the framework of these concepts will be analyzed the approach of Hume's to the notions of the basis of rights and freedom, what society and political authority is, the nature of the relationship between society and the government, whether there is a relationship between the powerful property-wise and the representation of political authority and the function of the government in construction and stability of a fair social order, which therefore becomes another significant aim of this study to foreground the neglected aspect of Hume's in Turkey's philosophical agenda. Moreover, another aim of this study is to reveal the connections between Hume's ideas on knowledge, ethics, society, government and his political views in the light of our philosopher's opinions. In order to achieve these goals, we focused on the philosopher's understanding of knowledge, ethics and politics, all he bases on human nature, and on the clarification of the interrelations of these by firstly elaborating on the philosophical problems discussed in the eighteenth century, the period of time he was born into and fashioned his thoughts, as well as concentrating upon the research on political events of this period in detail. In conclusion, we aimed to achieve our goal by explaining Hume's political theory and its importance in this regard.
