Özet
Bu araştırmada Türkiye'de eğitim bütçesinin hesaplanması çalışmaları incelenmiştir. Uygulamada eğitim bütçesinin nasıl hazırlandığı analiz edilerek nasıl hazırlanması gerektiği tartışılmıştır. Bu çalışma ile eğitim bütçesi kamu idareler bazında hazırlanırken nasıl bir yol izlendiği ortaya konulmuştur. Toplum için vazgeçilmez olan eğitim hizmetinin Türkiye'de eğitim bütçesi kalemlerinin hangi maliyetlerden oluştuğu, nasıl hesaplandığı, önceliklerin ne olduğu, eğitim bütçesi yapılırken güçlüklerin saptanması bu araştırmanın problemini oluşturmaktadır. Araştırma kapsamında, kamu idarelerinde eğitim bütçesinin hazırlanması çalışmalarında rol alan kişilerle yarı yapılandırılmış görüşme tekniği kullanılarak yüz yüze görüşmeler yapılmıştır. Araştırmanın kuramsal çerçevesi dikkate alınarak görüşmelerden elde edilen veriler nitel araştırma yaklaşımlarından betimsel analiz ile incelenmiştir. İnceleme sonucunda eğitim planlaması çalışmalarında görev alan strateji ve bütçe uzmanları ile mali hizmetler uzmanlarının eğitim bütçesi alanında öğrenim görme zorunluluklarının bulunmadığı, eğitim bütçesinin yapımı ile bütçenin yapım tekniğinin aynı olduğu, merkezi bütçe otoritesindeki yapılanmanın daha çok kurumlar bazında olduğu, eğitim bütçesi hedeflerinin üst politika belgelerinde ve eğitim bütçesini oluşturan kalemlerin birbirinden farklı göstergelerle belirlendiği, eğitim bütçesinin temel kalemlerinde bir hesaplama sistematiğinin olduğu ancak bunun dışındaki kalemlerde bir önceki yılın harcamalarının belirli bir oranda arttırılarak hesaplandığı, eğitimin yatırım tarafı ile ilgili toplam rakam miktarının önceden belirlendiği gereksinimin buna göre belirlendiği,“yılı eğitim bütçesi”için merkezi bütçe otoritesince yeterli ödenek verilememesi, harcamacı kurumlarda ise hesaplanan ödeneğin verilmemiş olması ulaşılan en önemli sonuçlardır. Eğitim bütçelerinin hesaplanması konusunda bundan sonra yapılacak çalışmalarda; belirlenen hedeflere ulaşmak için yeterli ödeneğin ayrılması, eğitim harcamalarının takip edilmesi ve işlevselliklerinin kontrol edilmesi, eğitim bütçelerinin hazırlanması teknik bilgi gerektirdiğinden personelin bu konuda eğitilmesi araştırmanın temel önerilerdir.

This study examines the forecasting of the education budget of Turkey. It has been discussed how the education budget should be prepared by analizing the practice of preparing process of the education budget. With this study it has been indicated the methods which are followed in the process of preparing of the budget on the basis of public institutions. Since the service of education is indispensable for society, the cost of items which compose the education budget in Turkey and the determination of priorities and difficulties in this process are became the main problems of this study. In the context of the study, face to face interviews have been conducted by using semi-structured interview technique with the public institution's officials participating in the preparing process of the education budget. The data obtained from the interviews has been analyzed with descriptive analysis method from the qualitative research approaches by considering the theoretical framework of the research. Most importantly, regarding the results of the study, it has been reached that there has been no requirement for the strategy and budget experts and fiscal services experts who participate in planning of education to take courses in the field of education budget. Also, it has been understood that establishing technique of the education budget and the central administration budget has been the same and the structure of central budget authority has been mainly on the basis of public institutions. Furthermore it has been seen that while objectives of education budget have been determined in the upper policy documents, the items which compose the education budget have been determined by different indicators. In addition to results explained above it has been achieved that although there is a systematic calculation on the main items of education budget, the other items of budget are calculated by increasing expenditures of the previous year at a certain rate. Also it has seen that the total investment amount of the education budget is determined without making meeting and limited as it is. Moreover while adequate appropriations are not being suppied by the central budget authority to the institutions for year aducation budget, also appropriations calculated by spending instutions itself are not being given. In the working of the forecasting of education budgets which will be held after that, allocating adequate appropriations in order to reach its determined objectives, monitoring expenditures and controlling theirs functionality, providing adequate training to the personnels participating in the process since preparing of the budget requaires technical knowledge are the main suggestions of this study.
