Özet
Yakın zamanda meydana gelen ve günümüzde de etkisi halen devam etmekte olan Endüstri 4.0 kendi bünyesinde barındırdıklarıyla birlikte hayati bir öneme sahiptir. Endüstri 4.0 siber fiziksel sistemler, nesnelerin interneti, büyük veri ve bulut bilişim gibi bileşenlerden oluşan önemli bir kavramdır. Bu yeni ve önemli kavram ilerleyen süreçlerde geçici bir sanayi trendi veya modası olmaktan öte birçok iş kolunu, mesleği ve ekonomik gelişimi etkileyecek ve hayati bir öneme sahip olduğunu ilgili her alanda gözler önüne serecektir. Bu çalışmanın birinci bölümünde; sanayi devrimleri, Endüstri 4.0 kavramının tanımı, sunduğu fırsat ve tehditler ve Türkiye'nin Endüstri 4.0 politikası ikinci bölümünde; Endüstri 4.0 bileşenleri, üçüncü bölümde; literatürde bulunan genel kabul görmüş Endüstri 4.0 olgunluk modelleri, dördüncü bölümünde ise;“Bir Endüstri 4.0 Hazırlık Değerlendirme Aracı”isimli olgunluk modelinin Sivas ili örneği uygulaması ve uygulamaya ilişkin araştırmanın sonuçları sunulmuştur. Türkiye sanayi devrimleri değerlendirilmesi yönünden çeşitli akademik ve özel araştırmalara göre genel olarak ikinci ve üçüncü sanayi devrimi aşamasında olduğu belirtilmektedir. İlerleyen teknolojiler ve değişimler sonucunda Türkiye üretim anlamında, ticari olarak bulunduğu konum itibariyle ve çeşitli faktörler açısından elinde bulundurduğu rekabet üstünlüğü fırsatlarını kaybetmemesi için Endüstri 4.0 anlamında önemli adımlar atması gerekmektedir. Sivas ilindeki firmalar geleneksel üretim süreçlerinin devam ettirilmesinde ısrarlı oldukları ve Endüstri 4.0 kavramını gereklilikten ziyade geçici bir trend, maliyetli ve kâr getirmeyen uzun bir süreç olduğunu düşündükleri tespit edilmiştir. Bu firmaların rekabet üstünlüklerini kaybetmemeleri ve bunu sürdürebilmeleri için yaptığımız çalışmaya göre Endüstri 4.0 anlamında ciddi bir farkındalığa, bu konuda önemli çalışmalara ve yatırımlara ihtiyaç duyulmaktadır. Aksi halde ilerleyen süreçlerde bu konu işletmelerde geri dönüşü olmayan eksiklikleri meydana getirerek kendi sonlarını hazırlamalarına yol açacaktır.

Industry 4.0, which has recently emerged and is still in effect today, is of vital importance with its own components. Industry 4.0 is a significant concept consisting of components such as cyber physical systems, internet of objects, big data and cloud computing. This temporary and important concept will not be a new industry trend or fashion in the forthcoming years, but will more likely to affect many business lines, professions and economic development and will show that it is of vital importance in every field. The first section of this study deals with industrial revolutions, the definition of the concept of Industry 4.0, the threats and opportunities it offers and Turkey's policy of Industry 4.0; the second section mentions Industry 4.0 components; the third section gives the generally accepted Industry 4.0 maturity models found in the literature, and the fourth section presents the application of“An Industry 4.0 Readiness Assessment Tool”maturity model on the city of Sivas and the research results related to the application. According to a variety of academic and private research, Turkey is reported to be in the second and third stages of the industrial revolution in terms of the overall evaluation of the industrial revolutions. As a result of increasingly advanced technology and changes, Turkey should take considerable steps in order not to lose the opportunities of competitive advantage in terms of Industry 4.0. The enterprises in Sivas have been found to insist on the continuation of the traditional production processes and to think that the notion of Industry 4.0 is a temporary trend and a long process that is costly and nonprofitable rather than necessity. According to the present study conducted in order for these enterprises not to lose their competitive advantages and to maintain this, there need to be a serious awareness in the sense of Industry 4.0, important studies on this subject and investments. Otherwise, this issue will cause irreversible deficiencies in enterprises in the forthcoming processes and pave the way for their own endings.
