Özet
Günümüzde merak edilen konulardan biri hapishanedir. Hapishanenin detaylı olarak incelenip yorumlanması tarih açısından önemlidir. Bu çalışmamızdaki amaç Bitlis Hapishanelerini II. Meşrutiyet Dönemi içerisinde ele almaktır. Bu dönemde Bitlis ve Bitlis'e bağlı olan kazalardaki hapishanelerin durumu incelenmiştir. Hapishanelerde ıslah çalışmaları II. Meşrutiyet Dönemi'nde Bitlis Hapishanelerinde de meydana gelmiştir. Bu dönemde hapishanelerin fiziki durumu, mahkûmlar ve hapishane çalışanları ıslah edilmeye çalışılmıştır. Yapılan bu ıslahat çalışmaları Bitlis'te tam manasıyla hayata geçirilememiş olsa da, bölgede az da olsa suç oranlarında azalma görülmüş ve ceza yöntemleri değişime uğramıştır. Hapishanelerdeki firar, af konuları ve mahkûmların sağlık durumu araştırılarak bunlar hakkında bilgi verilmiştir. Bitlis ve kaza bölgelerinde hapishane olarak hükümet konaklarının alt katı kullanılmıştır. Mahkûmlar için ayrı bir hapishane binası yapılmak istense de devletin bütçe yetersizliğinden dolayı gerçekleştirilememiştir.

On of the main concerns today is the prison. Detailed examination and interpretation of the prison is important for history. The aim of this study was to evaluate the Bitlis Prisons II. Constitutional Monarchy Period. During this period, the situation of the prisons in Bitlis and the accidents related to Bitlis was examined. Improvement studies in prisons II. It also occurred in Bitlis Prisons during the Constitutional Monarchy Period. In this period, the physical condition of the prisons and the correction of the prisoners and prison workers were tried. Even though these reforms have not been fully implemented in Bitlis, there has been a slight decrease in crime rates in the region and penal methods have been changed. The issues of desertion, amnesty issues and prisoners health in the prisons were investigated and informed. In Bitlis and accident areas, the lower floor of government mansions was used as a prison. Although a separate prison building was planned for the prisoners, it could not be realized due to insufficient budget of the state.
