129 SUMMARY Entrepreneurshıp contains risk taking and creative activities of human beings. Entrepreneurship abound activities for economical development. But, in order to get a benefit from entrepreneurship we should developed ethical values for entrepreneurship ethical side. The aim of the study is detemrining Turkish entrepreneurs ethical behaviour. In the first chapter of the study defination of entrepreneurship is given. Secondly the factor which impressed the formation of entrepreneurship is determined. And lastly the historical development of entrepreneurship in Turkey is taken in to account. While doing these before and during republic period the frame of the politics applied is considered. In the second chapter of the study ethics concept is examined. And, ethical system is discussed. As a ethical system we deal with market ethics, end-result ethics, rule ethics, social contract ethics, personalistic ethics and rationalizm. After that ethics principles which effects on decision maker, namely entrepreneurship determined. Futhermore entrepreneurships environment and ethical values in Turkey is examined. This is done by doing deep interview with Turkish entrepreneur, public manager, academician. With the interview we emphasize on relationship, consumer-entrepreneurship, goverment-entrepreneurship, personel- entrepreneurship, and ethic education, economical environment and new developments in the world. As a conclusion briefly, we found that Turkish entrepreneurs haven't build their ethical values yet.
