öz YEREL HİZMETLERİN ÜRETİMİNDE VE SUNUMUNDA KULLANILAN ALTERNATİF YOLLAR Çömlekçi, Fatime Yüksek Lisans Tezi, Kentsel Politika Planlaması ve Yerel Yönetimler Tez Yöneticisi: Doç. Dr. Aykut Polatoğlu Ocak 1997, 119 sayfa Son zamanlarda, yerel hizmetlerin sunumunda yerel yönetimlerce kullanılan klasik metodların yanısıra alternatif hizmet sunum metodlarının uygulaması yönünde giderek artan bir eğilim mevcuttur. Bu yöntemlerin uygulanması, özellikle Amerika Birleşik Devletleri ve İngiltere başta olmak üzere Batı Ülkelerinde başlayarak diğer ülkelerde de yaygınlaşmıştır. Türkiye de bu gelişmelerden etkilenmiştir ve yerel hizmetlerin sunumunda bu yöntemleri denemiştir. Bu alternatif yöntemler özellikle hizmetlerin özel sektörce karşılanması yönünde odaklanmaktadır. Bu çalışmada, dünyada ve Ankara Büyükşehir Belediyesi bazında Türkiye'de kullanılan alternatif yöntemler tartışılmaktadır. Bu bağlamda, hizmet sunumunda Alternatif yöntemlerin kullanılmasındaki nedenler ve özel sektörünrolü irdelenmektedir. Yerel hizmetlerin sunumunda Kamu sektöründen ya da Özel sektörden yana olanların aksine, hizmetin doğasına bağlı olarak bazı hizmetlerin kamu sektörü bazılarının ise özel sektör tarafından sunumu daha uygundur. Etkililik, mahalli halkın ihtiyaçlarına cevap verme, adalet ve ölçek ekonomileri gibi bazı faktörler de hizmet sunumunu etkilemektedir. Ayrıca bir belediye için etkili olan bir yöntem diğer bir belediye için etkili olmayabilir, veya bir hizmet için uygun olan bir yöntem başka bir hizmet için uygun olmayabilir. Sonuçta, yerel mal ve hizmetlerin sunumuna geniş bir persfektifter yaklaşmak gerekmektedir.

ABSTRACT ALTERNATIVE WAYS USED IN THE PROVISION AND PRODUCTION OF LOCAL GOODS AND SERVICES Çömlekçi, Fatime M.S. Department of Urban Policy Planning and Local Governments Supervisor: Assoc. Prof. Aykut Polatoğlu January 1997, 1 19 pages Recently, there has been a growing tendency toward application of alternative service delivery methods besides classical methods used by local governments. Application of These methods began to spread from Western Countries especially from United States and United Kingdom to the other countries. Turkey has also been affected from these developments and tried to experience alternative ways in its municipal services. These alternative ways have concentrated on mainly private provision of local goods and services. In this study, alternative ways used in the world and In Turkey from the Ankara Metropolitan Municipality point of view is discussed. In this connection reasons behind alternative ways and main arguments related to the role of the private sector in the provision and production of Local goods and services is examined. It is seen that unlike some advocates of either public provision or iiiprivate provision of the local goods and services, some goods and services are suitable for public provision and others for private provision depending on the nature of goods and services. Also some factors like efficiency, responsiveness to the residents, equity and economies of scale affect service provision. Moreover a solution valid for any municipality may not be valid for another or a method suitable for a service may not be suitable for another service. Thus, provision and production of the local goods and services must be looked at from a broad perspective.
